2 Project Officers (POs) based in PACT SUDAN

BACKGROUND

Pact has dedicated the past few years to developing a better understanding of the root causes of the complex conflicts in Sudan, the historical milestones and the interests of the stakeholders in the peace process through nurturing relationships with key peace actors, grass-root communities and the government. The Pact Sudan Peace Program and more especially the SSPF project use this analysis, knowledge, experience and long-term commitment to support grass-root communities to find enduring local solutions to conflict that contribute to the successful implementation of the CPA. Local implementing partners to the SSPF project are Peace Committees, Peace Councils, Traditional Authorities/Local Authorities, CBOs, CSOs, small scale enterprises/farmers, youth and women groups, corporate bodies, SSPC state offices, and cattle camp structures. Other cross cutting issues that will be given due consideration within the context of this project are natural resource management, gender, youth, returnees, women, corporate community engagement (CCE), and the environment.

JOB PURPOSE

The 2 Project Officers (POs) based in PACT SUDAN areas of operation with occasional travel to the field, is a key members of the SSPF team, while also assisting in other areas relevant to Pact’s work in Sudan. S/he will assist with the development of the SSPF program with a particular focus on all the ten states of Southern Sudan; contributing to grantees efforts from these regions to operationalize their projects. Being based in Juba will allow the PO to follow up on SSPF issues and particularly those linked to Administrative issues (operations/logistics, grants tracking). The overall purpose of this job is to contribute towards the implementation, monitoring and evaluation of SSPF programme activities in the given areas; the job holder will also be occasionally asked to follow up activities related to other Pact Sudan projects – notably among them are the SSPF & WRAPP and any new projects to arise.


RESPONSIBILITIES AND TASKS

General Overview:

* Support the coordination of planning, implementation, monitoring and evaluation of the SSPF projects/activities ;
* Work closely with grantees to ensure their good performance;
* Working closely with CDOs & FCs, to ensure that project activities and outputs meet targeted performance standards at the field level;
* Support coordination with the managers of SSPF, the Field Manager, and FCs to ensure smooth cooperation, coordination and synergy of the respective project activities in the field;
* Represent SSPF/Pact and promote good public relations with communities, grantees, authorities and associated networks as requested by the organization;
* Collaborate and coordinate with Pact other departments and staff;
* Take on some responsibilities of the project manager in the event that s/he is not present on duty



A. Specific Work Activities

* In collaboration with the Project Manager, develop detailed monthly and quarterly work plans, including activities’ descriptions, timetables and expected results in liaison with the Field manager, FCs and CDOs
* Track the project’s progress and recommend changes to the activity plans where appropriate;
* Support development and review of proposals and grant agreements with partners’ organization as key contribution to the implementation of SSPF plans;
* Support oversight of sub-award tracking in collaboration with Grants Department and MERL
* Collaborate with FCs & CDOs to develop ideas and oversee preparation of project proposals;
* Generally, take responsibility for, upkeep/custody of project and Pact Sudan equipment and use as needed;



B. Administrative & Communication

* In liaison with Operations department, keep an up to date inventory of SSPF assets
* In collaboration with FCs, & CDOs, educate and assist partners on activity/sub-award advance requests, liquidations, submission of deliverables and close out process
* Track incoming proposals, awarding of new grants, implementation of activities in close collaboration with FCs and CDOs as well as Grants Department
* Draft Letters to organizations not being considered for funding through project
* Take on other project-related administrative responsibilities as required.



C. Monitoring, evaluation and knowledge sharing

* Liaise with the MERL and Grants departments to ensure oversight of submission of required deliverables and meeting of objectives;
* Support Closeout of sub-awards
* Contribute as required to SSPF reporting outputs – including internal monthly, quarterly and annual reports, and any special Public Relations, Resource Mobilization or other publications.
* Actively participate in discussions on programmatic issues, and share information on political, social and economic developments as required.



D. Representation and Networking

* Represent the project at Local and National meetings as appropriate;
* Maintain an updated list/contacts of SSPF grantees and consultants/facilitators, in liaison with the HR department.





PERFORMANCE INDICATORS

The minimum standards of successful job performance, in terms of quantity, quality and accuracy, time and cost.

All reports should be completed and duly signed for the attention of the Project Manager in Juba. The following is an indicative listing of deliverables under this job description:

1. Field trip/activity reports
2. Give input to monthly reports on project activities’ progress, achievements, and impacts; notation of monthly meetings with CBOs, authorities, communities, and partner organizations; documentation of political atmosphere in the project area, following month’s Action Plan, and general notes on experiences, innovations and lessons learnt in project activities implementation.
3. Monthly tracking forms indicating proposals received and reviewed
4. Monthly tracking forms indicating awarded sub-grants/contracts
5. Be alert and proactive in backstopping progress to ensure project activities are kept on track
6. Identify and mobilize community based groups in implementation of the priority project in the area



Desired skills and qualifications

The minimum required academic and professional skills for the jobholder to perform successful in their job.

* Degree or equivalent in appropriate discipline (social sciences, anthropology, hard sciences, etc).
* Knowledge of peace building, conflict mitigation, conflict transformation/resolution concepts and participatory methods
* Experience in community mobilization, livelihoods, or natural resource management (water, land tenure/demarcation, minerals, etc.)
* Prior experience in South Sudan or targeted area is required.
* Ability to work in a fast – paced environment requiring multi – tasking.
* Good writing and reporting skills
* Advanced level in written and spoken English
* Knowledge of Southern Sudan level Arabic language and other languages of Southern Sudan (particularly those spoken in Jonglei and/or Eastern Equatoria states).
* At least 3 years work experience
