Regional Election Coordinators and Constituency Election Coordinators

Regional Election Coordinators
Ref No. REC/11/09

The Interim Independent Electoral Corrjmission is in the process of recruiting Regional Election Coordinators (17 positions) as follows: Eastern (3), Rift Valley (3), Nyanza (2), Western (2), Coast (2), Central (2), North Eastern (2) and Nairobi 1 Applications are invited from qualified Kenyan nationals.

Reporting to the Deputy Chief Electoral Officer, the successful candidate will be responsible for facilitating and monitoring the delivery of effective and efficient election operation services within the region.

This will entail providing oversight for regional electoral activities, managing the Constituency Election Coordinators within the region, providing guidance on the regional implementation of the Commission's strategy, and coordinating the preparation of periodic reports.

Key Duties and Responsibilities
  • Develop and oversee the implementation of regional strategies, work-plans and budgets while ensuring the alignment of these activities to the overall Commission strategy.
  • Coordinate and provide leadership to the Constituency Election Coordinators in the region.
  • Facilitate and monitor the delivery of effective and efficient regional election operations services including voter registration, voter education, electoral cycle execution, warehouse and logistics systems and activities.
  • Ensure sound financial planning, management and accountability of Commission funds at the regional and constituency levels through establishing appropriate financial management and control structures.
  • Develop accountability measures, monitor the performance indicators at the regional and constituency levels and ensure the timely preparation of periodic reports.
  • Coordinate the voter registration, voter education and election operation processes at the regional and constituency levels through ensuring the timely availability of the requisite resources.
  • Liaising with regional administrative and security officials to facilitate all election activities.
  • Coordinate the provision of administrative support services at the regional and constituency levels including procurement, maintenance, transport management, protocols and ensuring the safe custody of the Commission's assets.
  • Collate evidences related to election cases, coordinate conflict prevention and dispute resolution activities.
  • Ensure the maintenance of a good public image for the Commission at the regional and constituency levels.
  • Liaise with commission secretariat to monitor regional political parties' activities.
The successful candidate must be ready, able and willing to work in any Region within the Country.

Qualifications
  • Education: A minimum degree from a recognized university
  • Experience: At least eight (8) years experience in public affairs or related field. Proven experience in results-based management, monitoring and evaluation or managing election processes is an added advantage.
  • Knowledge: Must be computer literate. Good negotiation, planning and coordination skills. Additional training and professional experience in fieldwork will be an advantage.
Constituency Election Coordinators
Ref No. CEC/12/09

The Interim Independent Electoral Commission is in the process of recruiting Constituency Election Coordinators for the 210 constituencies in Kenya. Applications are invited from qualified Kenyan nationals.

Reporting to the Regional Election Coordinator, the successful candidate will be responsible for facilitating and monitoring the delivery of effective and efficient election operation services at the constituency level, managing constituency electoral activities, providing guidance on the implementation of the Commission's strategy at the constituency level and ensuring the preparation of periodic reports.

Key Duties and Responsibilities
  • Provide management support, develop and oversee the implementation of strategies, policies, plans and budgets at the constituency level while ensuring the alignment of these to the regional and overall Commission strategies.
  • Ensure that election operation activities at the constituency level comply with internal controls and budget restrictions.
  • Ensure provision of administrative support services at the constituency level including distribution of election materials, transport management, implementation of security policies and protocols and ensuring the safe custody of the Commission's assets.
  • Liaise with the Regional Election Coordinator to implement training programmes for registration and election officials at the constituency level.
  • Identify, inspect suitable polling, nominations and tallying centers.
  • Liaise with regional administrative and security officials at the constituency level.
  • Compile and certify the voters register.
  • Undertake the verification and revision of voter's register as required by law from time to time.
  • To liaise with political parties in respect of elections and related activities
  • Develop accountability measures, monitor the performance indicators at the constituency levels and ensure the timely preparation of periodic reports.
  • Perform any other duties as assigned by the commission.
The successful candidate must be ready, able and willing to work in any Constituency within the Country.

Qualifications

  • Experience: A minimum of five years experience in management of public affairs. Proven experience in results-based management, monitoring and evaluation or managing election process is an added advantage.
  • Knowledge: Must be computer literate. Good negotiation, planning and coordination skills. Additional training and professional experience in fieldwork will be an advantage.
