The Burundi Ministry of Finance on behalf of the Government of Burundi is establishing a new semi-autonomous Office Burundais Des Recettes (OBR – Revenue Authority of Burundi) to commence operations from January 2010, with the support of the UK, Belgium and the World Bank.
The OBR now wishes to fill the position of Commissioner General (CG).
This is an exciting opportunity to establish a revenue authority with a lasting impact.
In accordance with the OBR Law, expatriate experts only are invited to apply for the position of CG for the initial four year term, with a possibility of one extension period. The CG will be a member of the OBR Board reporting to the Chairperson. The establishment of the OBR will support and develop an effective fiscal administration in Burundi. Major tax, VAT and customs reforms are currently being implemented, including trade reforms to support Burundi’s recent membership of the East African Community.
The CG must have at least 15 years senior revenue management experience. It is expected that applicants will hold a Masters degree and/or professional accounting qualification at minimum. Applicants must have a proven track record of reform with major improvements in overall revenue gains.
They must have hands-on experience of working in an emerging economy and providing leadership to a diverse professional team across all the revenue disciplines. He/she must be fluent in French and have a working ability in English.
