We are seeking qualified Uganda nationals for the following positions.
1. Senior Technical Officer/M&E
REF NO. FHI-STO-M&E-UG
POSITION SUMMARY:
Senior Technical Officer/Monitoring and Evaluation undertakes functions for the overall coordination of monitoring and evaluation activities of the STAR-SW program, focusing specifically on systems for collecting data for measuring project implementation, quality assurance, documentation and reporting. The position oversees implementation of M and E activities in accordance with guidelines stipulated by the funding agency and regularly updates project staff on progress towards implementation of the work plan and designing methods for demonstrating program outcome and impact. The post holder will be based in Mbarara, Uganda.
DUTIES AND RESPONSIBILITIES:
- Supports undertaking of the Lot Quality Assurance Sampling surveys at the district level and collaborates with the STAR-Eastern program responsible for implementation of LQAs at the national level.
- Ensures appropriate data collection tools and systems are in place and collects required data.
- Prepares and reviews the program performance monitoring plan (PMP).
- Participates in program monitoring visits/forums. Identifies monitoring and evaluation TA needs for subprojects and provides TA (through training, mentorship etc) or coordinates its provision.
- Oversees and guides the MIS and project databases.
REQUIREMENTS: KNOWLEDGE, SKILLS AND ABILITIES
- Working knowledge of USAID operations, finance and administrative services practices.
- Good planning and organizational skills.
- Tact and diplomacy in dealing with staff-related to work environment needs.
- Must be computer literate.
- Experience working with an international organization will be an added advantage
- Fluency in English language
- Knowledge and experience developing Lot Quality Assurance Sampling Surveys will be an added advantage.
- Ability to conduct epidemiologic and social science research, including questionnaire development and data analysis.
- Experience working on USAID-funded projects will be an advantage. Well developed written and oral communication skills.
MINIMUM REQUIREMENTS: EDUCATION AND EXPERIENCE
Masters degree in social sciences or public health plus at least five years experience in monitoring and evaluation. Demonstrated knowledge of evaluation designs for HIV/AIDS and TB programs as well as knowledge in other health programs in developing nations.
2. Associate Director, Technical

POSITION SUMMARY:
The Associate Director/Technical Advisor will support the Project Director in management of the STAR-SW project in Uganda and provide technical leadership by designing and developing global level innovative technical strategies and tools in multiple technical areas and providing technical assistance to the country program. The project will build on the achievements of the national HIV/AIDS and TB responses in the region and will address the existing HIV/TB prevention and service delivery gaps and challenges. The post holder will be based in Mbarara.
DUTIES AND RESPONSIBILITIES:
- Provide overall technical direction and leadership for a technical activity at all levels for region that are priority.
- Develop strategies and tools for the design and implementation of specific technical components.
- Ensure that project implementation adheres to the appropriate national and global strategy and remains technically sound.
REQUIREMENTS: KNOWLEDGE, SKILLS AND ABILITIES
- Has sensitivity to cultural diversity and understanding of the political and ethical issues in assigned areas.
- Has ability to lead projects, set realistic priorities, and plan for the successful implementation of activities.
- Has excellent written and verbal communication skills.
- Has relevant computer software skills (including, at a minimum, the standard applications in MS Office)
MINIMUM REQUIREMENTS: EDUCATION AND EXPERIENCE
BS/BA in public health or related field, and 9-11 years relevant experience in HIV/AIDS or family planning with international development programs. or MS/MA/MPH in public health or related field, and 7 - 9 years relevant experience in HIV/AIDS or family planning with international development programs. or PhD, MD or similar degree with 5 - 7 years relevant experience in HIV/AIDS or family planning with international development programs. In addition, has international name recognition among peers in same discipline or program area.
3. Finance & Administration Manager
REF NO. FHI-F&A-M-UG
POSITION SUMMARY:
Provide financial and administrative leadership and oversight to a Country Office with multiple projects; reports to the Country Director for technical oversight with operational responsibility to Project Directors / Managers. This position may be based in Kampala.
DUTIES AND RESPONSIBILITIES:
- Provide monitoring and financial oversight to strategic and local partners who are recipients of project funds.
- Provide technical assistance in financial, accounting and administrative matters relating to the implementation of the project.
- Review capacity of implementing partners on a regular basis and provide appropriate training to build their capacity.
- Conduct periodic site-visits to partners to review their financial records and internal control systems.
- Provide project management with periodic financial and management reports for the project.
- Prepare donor reports including quarterly financial reports, pipeline and accruals report.
- Liaise with external and internal auditors in the review of country operations and the control environment.
- Ensure procurement process is compliant to FHI policies and donor regulations.
- Supervise the finance and administration staff.
REQUIREMENTS: KNOWLEDGE, SKILLS AND ABILITIES
- Demonstrated ability in managing partners and staff supervision
- Experience in managing USAID funds and knowledge of the rules and regulations.
- High level knowledge of MSExcel.
- Good skills in planning and organization.
- Tact and diplomacy in dealing with staff and partners.
- A good command of oral and written English language. Experience working with an international organization will be an added advantage
MINIMUM REQUIREMENTS: EDUCATION AND EXPERIENCE
University degree in commerce or business or Certified Public Accountant - CPA (K) / CPA (U). Minimum five years of progressive working experience in similar environment with 2 years at the Finance / Admin Manager level. Significant exposure to project accounting, sub-grantee management, management of USAID funds, including contracts and grants.
