TANATHI WATER SERVICES BOARD was created under Legal Notice No. 69 of June 4, 2008 as a state parastatal in the Ministry of Water and Irrigation and licensed by the Water Services Regulatory Board on Sept 1st 2008.
The Board has the legal mandate of ensuring economical and efficient supply of water and sanitation services within its area of jurisdiction which covers 14 districts of Kitui, Mutomo, Kyuso, Mwingi, Kajiado, Loitoktok, Machakos, Mwala, Kangundo, Makueni, Nzaui, Mbooni and Kibwezi and Yatta. The Board has it's headquarters in Kitui town.
The Board is now seeking to recruit suitable candidates to fill the following positions:
1. FINANCE & ADMINISTRATION MANAGER (1 POST)
POSITION SCOPE
Reporting to the CEO, the successful candidate will ensure that all financial resources of the Board are acquired, disbursed, prudently invested, fully accounted for and reported efficiently. In addition, he/ she will also ensure smooth administrative operations of the Board.
JOB PROFILE
- Establish financial and management systems for the effective implementation of the Board's goals and policies.
- Ensure efficient revenue collection, disbursements, accounting and reporting to the CEO.
- Prepare budgets and periodic financial performance reports for the Board's consideration.
- Advise the CEO and the Board on the financial viability of proposed projects and investment.
- Ensure compliance to international accounting standards on financial reporting by the Board and water Service providers.
- Ensure the water services providers comply with contractual financial obligations.
- Managing all the affairs relating to the Board's human resources including recruitment, training and development, performance management, industrial relations, compensation, health and safety.
- Ensure that the Board's procurement activities conform to relevant procedures.
- Ensure efficient and effective facilitation and support to all activities of the Board.
- Coordinate and carry out monitoring and evaluation and feed back the results for decision making.
- Facilitate capacity building of WSPs in rural and urban communities.
- Evaluate overall financial performance, viability and suitability of WSPs.
- Take responsibility for the training, development and motivation of the technical staff.
- The CEO may assign any other function relating to the financial management as from time to time.
A certified public accountant with bachelor's degree in business or related fields plus at least 5 years experience in senior managerial position. Demonstrated ability to consistently meet strict deadlines is mandatory. Exposure to computerized environment together with familiarity with donor funded projects and financial reporting are desirable.
2. MANAGER -LEGAL AND CORPORATE AFFAIRS (1 POST)
POSITION SCOPE
He/ She will be Head of the Legal and Corporate Affairs Section and will be responsible for all documentation relating to the Board as a statutory body, the legal and corporate activities of the Board, secretarial duties relating to operations of the Board and will be principal legal advisor to the Board.
JOB PROFILE
- Continuous monitoring and review of regulations governing the operations of the Board to ensure compliance with statutory requirements.
- Arrangements for Board meetings, coordination of the preparation of agendas for Board meetings coordination of the preparation of other documentation required for Board meetings.
- Ensuring that signed and confirmed minutes are filed.
- Advising the Board on all contracts and agreements to be entered into between the Board and another party.
- Attending Board meetings and communicating resolutions of the Board to offices for appropriate action.
- Management of all legal matters affecting the Board
- Management of the Boards litigation functions in liaison with the state Law Office, attendance in court as appropriate and ensuring that the Board obtains effective representation as necessary.
- Ensuring that the Board operates within the Law.
- Management of the corporate affairs and corporate social responsibility functions of the Board
- Carry out of any other duties assigned by the Chief Executive Officer.
The ideal candidate will have the following qualifications:
- A basic degree in law from a university recognized by the Kenya School of Law
- Advocate of high court of Kenya and holder of a valid practicing license
- Certified Public Secretary (CPSK) or its equivalent
- Minimum of 5 (five) years post qualification experience.
- Good communication skills as well as interpersonal skills
- Good public relations skills
- Ability to manage staff and provide good leadership
- Demonstrate exposure to a computerized working environment and basic ICT literacy
- Demonstrate appreciation of strategic management processes.
Reports to the Finance and Administration Manager
JOB PROFILE
- Ensure that hardware and software components of the organization's ICT systems are available and are properly installed and maintained and that staff are adequately trained and supported to use them efficiently and effectively.
- Ensure that the organization establishes and maintains appropriate connectivity for its networking, communications and other needs.
- Manage the day to day operation of human resource, payroll, finance and other user software.
- Identify user training needs and recommend the provision of training or them.
- Carry out back up of application software.
- Manage web operations, provide internet support, allocate user rights and ensure security systems.
- Ensure that all systems are integrated and operate efficiently in accordance with IT guidelines.
- Liaise with external service providers for the maintenance and support of systems.
- University degree in Information science, ICT or any other relevant field from a recognized university.
- Professional ICT qualifications (preferably at Diploma level or above) 4 years in IT work in a busy ICT management environment, with at least 2 years as the head of systems administration in a busy organization.
POSITION SCOPE
He/ she will be Head of the Procurement Unit and will be responsible for all procurement and disposal functions and operations of the Board.
JOB PROFILE
The Manager (Procurement) will be responsible to the CEO for-
- Proper management of all procurement and disposal activities carried out by the Board.
- Ensuring that the Board complies at all times with the statutory provisions governing procurement and disposal by state corporations
- Coordinating the timely preparation and implementation of procurement plans and procurement activities arising from the Board's operations.
- Setting up, implementing and managing systems for efficient and effective procurement and disposal
- Organization, management and leadership of staff in the Procurement section
- Training of staff in procurement and disposal matters
- Preparation and participating in the preparation and deployment of manuals and standard documents relating to procurement and disposal activities.
- Liaison with statutory institutions governing public procurement on matters of procurement
- Maintenance of records in connection with procurement and disposal
- Development, implementation and management of ICT based approach to the Board's procurement and disposal activities
- Liaison with the parent ministry, other institutions in the water subsector and development partners as necessary on matters relating to procurement.
- A first degree from a recognized university
- Demonstrable knowledge of the procurement and Disposal Act.
- Be procurement professional as defined in section 26 of the Public procurement and Disposal Act.
- Good Public relations skills.
