The National University of Rwanda (NUR) founded in 1963 is the leading institution of higher education in Rwanda. It is the oldest, the largest and the only broadly based university in the country. The University currently has ten Professional Masters level programmes and some registered PhDs. Additional postgraduate courses are under development. The University has an increasingly active research and consultancy base, supporting many national and regional initiatives.
NUR currently has more than 8,500 students and is experiencing rapid growth that will see numbers rise to around 12,500 within two years. This growth will require strong visionary leadership at all levels. Therefore, the University invites applications from experi¬enced academics with substantial management experience.

POST NO. NUR 01.08 VICE RECTOR IN CHARGE OF RESEARCH
The Vice-Rector in charge of Research will be responsible and accountable to the Rector for a wide variety of functions, policies & issues that affect the research and innovation programmes and their dissemination, postgraduate degrees, consultancy, technology transfer, and University/Industry relations in related matters.
He or she will be a member of the University's senior management team and will be expected to contribute broadly to the institution's strategic planning process and the development of its linkages to the community at large.
MAIN PURPOSE OF THE JOB
- To effectively manage graduate academic programmes of the NUR to ensure that the students, clients and the Nation gets highest quality returns.
- To effectively coordinate research programmes and publications at NUR and mobilize sufficient resources to support them.
- Shape, sustain and steer NUR strategy and policy in Research, Innovations and their dissemination.
- Influence and shape the development of relevant strategy and policy at national and international level.
- Keep a close and active watch on the external research environment and lead the NUR's response accordingly.
- Represent the NUR in relevant national and international arenas and bodies.
- Create and maximize opportunities for fruitful academic collaborations between Faculties and between NUR and other research organizations/universities.
- Prepare and submit to the University Senate and its Board through the appropriate organs for approval policies, plans and programmes that promote research, publications, and academic excellence of graduate students at NUR.
- Coordinate the submission for approval by Senate, after consideration by relevant organs all the graduate academic programmes of the NUR.
- Coordinate the submission for approval by Senate, after consideration by relevant organs in Colleges, Faculties and Institutes all the students to be admitted to NUR for PG programmes.
- Constantly review and recommend to Senate and Board for approval and updating all regulations covering various postgraduate academic programmes and examinations at NUR.
- Manage all research and publication activities at NUR.
- Develop and periodically review the research policy of NUR including publications and submit it to Senate and the Board for approval, and to Government for adoption and funding and ensure effective use of research funds so acquired and the publication of the findings.
- Facilitate dissemination of major research findings through seminars, conferences, workshops, symposia hosted by various Colleges, Faculties and Institutes, and make available to interested parties research abstracts, publications or relevant findings that may inform on policy developments or are instrumental in solving problems.
- Supervise and facilitate the effective functioning on the NUR Consultancy Bureau,
- Chair University Committees related to Research, Consultancy and Postgraduate Studies,
- Manage and facilitate community service activities at NUR,
- Manage linkages with potential communities likely to. host NUR students during communities services activities,
- Manage good rapport with government and business community,
- Carry out all other functions as may from time to time be assigned to him/her by the Rector.
- Must possess a PHD and be at least an Associate Professor in a recognized University.
- Sound knowledge in Quantitative and Qualitative Research Methodology.
- Superior negotiation and human relations skills.
- Extensive proven experience in research and publication at University level.

POST NO. NUR 10/08 DIRECTOR OF THE CENTER FOR CONFLICT MANAGEMENT
MAIN PURPOSE OF THE JOB
To provide strategic leadership and guidance at the Faculty/School/Center level.
KEY FUNCTIONS
- Ensure implementation of Institution-wide policies and regulations within the Faculty/School/Center
- Ensure the proper use and allocation of all resources - physical, information, human and financial, including delivery to plan within budget.
- Contribute fully to the Institution's corporate planning and communications processes and lead the development of the Faculty/School/Center Plan, including the setting of income generation targets.
- Be responsible for the management of all staff in the Faculty/School/Center including, the maintenance of a safe and healthy working environment.
- Chair the Faculty/School/Center Council and to uphold and promote the Institution's mission, vision and values.
- Assure the academic quality of academic processes and outputs (research, consultancy and teaching and learning), the maintenance of academic standards, and ensure a fair and appropriate service to students.
- Act as an ambassador for the Faculty/School/Center and the Institution to appropriate employers and other bodies, policy makers and other stakeholders.
- Operate as a senior manager of the Institution on the Executive
- Council, responsible for the effective running and development of the whole Institution, and for assisting the Board of Governors and Senate in their governance functions.
- Undertake such duties as may be commensurate with the post as required from time to time by the Vice Rector.
- Must possess a PhD and be at least a Senior Lecturer with substantial academic experience in a recognized University.

MAIN PURPOSE OF THE JOB
To provide strategic leadership, strategic management and operational control of the main and satellite libraries at NUR.
KEY FUNCTIONS
- Ensure implementation of and compliance with Institution-wide policies and regulations.
- Ensure the proper use and allocation of all library resources -physical, information, human and financial, including delivery to plan within budget.
- Contribute fully to the Institution's corporate planning and communications processes and lead the development of strategies for library development and information resources.
- Liaise with the Finance Office and the Registry to ensure that fees have been paid prior to students being allowed access to the Library.
- Be responsible for the management of all staff in the Main Library and satellite libraries, including, the maintenance of a safe and healthy working environment.
- Act as Secretary to the Library management Committee, and uphold and promote the Institution's mission, vision and values.
- Assure the integrity of library processes, and ensure a fair and responsive service to staff and students.
- Contribute as appropriate to academic staff development, performance appraisal and performance review of library staff.
- Liaise as appropriate with other institutions of higher learning.
- Act as an ambassador for the University to appropriate employers and other bodies, policy makers and other stakeholders.
- Operate as a senior manager of the Institution on the Executive Council, responsible for the effective running and development of the whole Institution, and for assisting the Board of Governors and Senate in their governance functions.
- Undertake such duties as may be commensurate with the post as required from time to time by the Vice Rector.
Must possess appropriate postgraduate qualifications and have substantial experience of library management.
