Monitoring and Evaluation Officer

Tearfund is a Christian organization passionate about the local church bringing justice and transforming lives – overcoming global poverty.

Tearfund has been awarded a 3-year project (under Cooperative Agreement terms) by the United States Government’s (USG) PEPFAR/New Partners Initiative (NPI) to support Kenya’s National AIDS Strategic Plan and PEPFAR’s Country Operations Plan, by expanding the reach and impact of Tearfund partners’ HIV and AIDS prevention programme in 26 districts of Kenya. Tearfund is seeking to recruit a Monitoring and Evaluation Officer to be based in Nairobi and with regular travel to partner sites in Kenya.


Responsibilities

The Monitoring and Evaluation Officer will have prime responsibility for tracking the program’s indicators and targets, through developing comprehensive monitoring and evaluation systems, both for Tearfund as well as its implementing partners. She/he will do so through providing technical support in the design, implementation and review of the all Tearfund/Kenya PEPFAR monitoring and evaluation activities, including monthly evaluation of partners’ performance; overseeing baseline and KAP surveys, mid-term evaluation as well as end of program impact assessments. As part of this, an important role will be to spearhead data collection, analysis and dissemination endeavours. In addition, the M&E Officer will be responsible for overseeing the input, storage and appropriate use of data to track program performance for Tearfund purposes, but also satisfying USAID’s expectations in program deliverables. She/he will also ensure that feedback is provided back to all relevant stakeholders, including USAID, appropriate Kenyan government departments, NPI and other PEPFAR partners, other agencies working in the HIV/AIDS sector as well as to Tearfund/HQ. In addition, the M&E Officer will assist in conducting self-assessments with Tearfund’s partners, as part of Tearfund’s assistance in their internal organizational capacity building efforts.

Position in Organisation:

  • Reports to the Tearfund PEPFAR/Kenya Program Manager
  • Works closely with other members of Tearfund, at all levels
  • Represents Tearfund to counterparts in peer agencies and to USAID/Kenya.

Dimensions and Limits of Authority, and Scope of Job:

· Based in Nairobi, Kenya and with regular travel to partner sites in Kenya
· Possible deputize the Program Manager in his/her absence

Qualifications and Experience needed

Interested candidates should have at least a first degree in public health/social sciences or related qualifications and have 5 or more years experience in a similar position working for a public health program. Knowledge and experience working for a USAID funded program will be an added advantage. They should have strong organizational and computer skills including MS Office, Power Point, Excel and database skills. Applicants must be committed to Tearfund’s evangelical Christian beliefs.
