II. Background
United Nations Development Program (UNDP) has been designated as the Principal Recipient (PR) for the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) in South Sudan. UNDP has signed Grant Agreements (GAs) for the prevention and control of the spread of HIV/AIDS, Tuberculosis (TB), Tuberculosis and HIV (TB-HIV) and Malaria.
In the discharge of its M&E responsibilities UNDP will be assisted by thematic technical working-groups for the three areas and will provide ongoing technical support to the sub-recipients (SRs). Additionally, the technical sub groups will facilitate monitoring, supervision and reporting.
The global fund places strong emphasis on the capacity building and strengthening of the key Partner institutions in order to promote ownership and sustainability of projects.
Ministry of Health HIV and AIDS Directorate is mandated to lead the health sector response of HIV and AIDS in south Sudan. As with many of the institutions of the government of south Sudan that are experiencing the capacity gaps brought about as a result of the prolonged civil war and the resulting destruction of infrastructure, the HIV and AIDS directorate is newly established and among other things is facing shortage of Human Resource in Key technical areas.
III. Project
A review of national HIV/AIDS Monitoring and Evaluation has indicated some of the following challenges:
- Existence of many HIV/AIDS M&E systems which are not in any way linked to the national HIV/AIDS strategy redelivery goals
- Poor linkages between stakeholder HIV/AIDS M&E systems with national HIV/AIDS coordination bodies' (NACs) M&E systems
- Existence of good M&E systems but poor analysis of such data to inform the stakeholders of the situation of HIV/AIDS in HIV and AIDS
- Limited capacities among stakeholder to appreciate the importance of M&E for HIV/AIDS intervention.
- The HIV/AIDS directorate; ministry of health is seeking for the expertise of an M&E consultant- national who will support the Senior M&E Consultant to develop the M&E component for the ministry in close collaboration with the Research and M&E department of the Ministry of health and partner agencies.
- This M&E Consultant will be based at the HIV directorate at the Ministry of health and work under the overall leadership and supervision of the director general of HIV He /she will report to the Director General of HIV in the ministry.
Under the overall supervision of the Ministry of Health-HIV/AIDS Directorate, the M&E Consultant will:
- Support the implementation of the designed monitoring and evaluation systems and tools for national, sector HIV and AIDS strategies.
- Support the M&E Director to review and analy/e existing national systems for monitoring HIV and AIDS interventions.
- Setting up effective and well-coordinated evaluation systems (between national coordination bodies and multi-sectoral stakeholders)
- Conduct periodic M&E visits to health facilities and organize training of relevant staffs in M&E.
- Assist the M&E director in compilation of relevant reports (quarterly, annual etc) for the directorate.
- Assist the M&E director in programming and scheduling of M&E activities
- Participate in Technical working groups and progress evaluations
- Any other duties assigned by the M&E director
The M&E consultant will work closely with the Director General of HIV at the MOH-HIV/AIDS Directorate as well as other counterparts in the Southern Sudan AIDS Commission, CDC, UNICEF, WHO, UNAIDS and other partners to accomplish the development of the M&E plan as well as set up functioning, M&E system. He/she will be based at MoH- HIV Directorate with travel to project sites.

VI. Desired Qualification & Experience
- University degree in biostatistics, mathematics or related field
- At least 2-3years experience in monitoring and evaluation preferably of HIV/AIDS
- Experience in the design of simple M&E tools.
- good planning and organizational skills
- Good knowledge of computer (word, excel, access, power point)
- Good knowledge of spoken and written English as well as ability to draft reports.
