II. Background
United Nations Development Program (UNDP) has been designated as the Principal Recipient (PR) for the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) in South Sudan. UNDP has signed Grant Agreements (GAs) for the prevention and control of the spread of HIV/AIDS, Tuberculosis (TB), Tuberculosis and HIV (TB-HIV) and Malaria.

In the discharge of its M&E responsibilities UNDP will be assisted by thematic technical working-groups for the three areas and will provide ongoing technical support to the sub-recipients (SRs).

Additionally, the technical sub groups will facilitate monitoring, supervision and reporting.

The global fund places strong emphasis on the capacity building and strengthening of the key Partner institutions in order to promote ownership and sustainability of projects.

Ministry of Health HIV and AIDS Directorate is mandated to lead the health sector response of HIV and AIDS in south Sudan. As with many of the institutions of the government of south Sudan that are experiencing the capacity gaps brought about as a result of the prolonged civil war and the resulting destruction of infrastructure, the HIV and AIDS directorate is newly established and among other things is facing shortage of Human Resource in Key technical areas.

III. Project

  • Under the supervision of the Director of Surveillance, MoH/GOSS, the behavioral surveillance survey consultant in the Surveillance Unit will be responsible for supporting the Director of Surveillance in the management of the National Surveillance System.
  • He or She will work in close partnership with the Southern Sudan Aids Commission, other MOH HIV MOH-GoSS staff (Treatment and Care, BCC/IEC/VCT/HBC, STI/STD, Research/Planning, M&E and HIV Information Management units), State HIV/AIDS Program Coordinators, and other partners such as UN agencies, CDC, and non-governmental organizations working on HIV/AIDS in Southern Sudan.
  • The behavioral surveillance survey consultant will be based at the HIV directorate and report to the Director of surveillance.
Specific Tasks
Under the overall supervision of the Ministry of Health-HIV/AIDS Directorate, the behavioural surveillance survey consultant will:
  1. Support the surveillance director in the implementation of the surveillance national strategy
  2. Compilation of surveillance reports for submission to the Director of Surveillance, HIV/AIDs Program MOH/ GOSS
  3. Support the development and implementation of the surveillance guidelines/protocols.
  4. Under the guidance of the surveillance director, Support and ensure training and ongoing support to surveillance staff in the proper filling of the documentation tools.
  5. Under the overall leadership of the surveillance director, participate and support the HIV/AIDs/STI and the State HIV/AIDS program staff and other stakeholders in development and implementation of annual work plans for HIV/AIDS prevention, care and treatment activities, and coordinate with other national authorities and other stakeholders at GOSS and state level in the implementation of the work plan, providing regular updates of progress to the Director of HIV/AIDS/STI program.
  6. In collaboration with the surveillance Director, organize and Participate in Surveillance coordination meetings, providing regular updates on the activities of all partners in HIV/AIDS and other STDs.
  7. Conduct visits to implementation sites of HIV prevention and care activities in the states to provide technical support as needed and to facilitate coordination and regular updates of service provision status.
  8. Any other duties assigned to him by the supervisor.
Methodology
The national behavioral surveillance survey consultant will work closely with the Director General of HIV at the MOH-HIV/ AIDS Directorate as well as other counterparts in the Southern Sudan AIDS Commission, CDC, UNICEF, WHO, UNAIDS and other partners to accomplish the development of the strategic plan as well as set up functioning surveillance system. He/she will be based at MoH- HIV Directorate with travel to project sites.

IV. Deliverables
  1. Development of Work plan for activities.
  2. Situational Analysis of Surveillance in Southern Sudan
  3. Develop Roadmap document for the development of the Strategic plan
  4. Site Visit Reports
  5. Revised Surveillance Forms and reporting formats to be included as annexes to the strategic plan
  6. Facilitate the revision process of the Strategic Plan with partners
  7. Finalized Strategic Plan for HIV/AIDS Surveillance in Southern Sudan
V. Duration of Consultancy Eleven (11) months

VI. Desired Qualification & Experience
  1. A university degree in social science or related field.
  2. At least 2 - 3 years experience working with public health interventions in general, including work with diverse stakeholders such as NGOs, and government institutions.
  3. Working experience with prevention and treatment for communicable disease programs such as tuberculosis and EPI
  4. Good knowledge of computer (word, excel, power point)
  5. Good command of English and ability to draft reports.
