Advert For Positions Of Financial Controller & Billings/Collection Manager: Government Of The Republic Of Sierra Leone

The National Commission for Privatisation (NCR) of the Government of the Republic of Sierra Leone (GoSL) is the entity with oversight responsibility for the Sierra Leone state-owned vertically integrated power utility, the National Power Authority (NPA).

The NCR, on behalf of the GoSL, has received funding from the United Kingdom Department for International Development (DFID) to assist it in improving the financial performance of the NPA. The NCP invites qualified candidates with experience in working in public or private power utilities to apply for two senior management-positions at the NPA.

NATIONAL POWER AUTHORITY (NPA)
SEEKING TWO KEY MANAGERS:

(1) A FINANCIAL CONTROLLER with a minimum of 10 years experience in business and financial management positions, power utility experience is desirable. You must be a qualified accountant with significant experience in emerging markets financial management, Africa experience an advantage, backed by operational finance management and strong financing, and financial business planning skills. Ideal candidate must have strong leadership skills and excellent written and verbal communication skills.

RESPONSIBILITIES:

The Financial Controller shall, amongst other roles:

• be responsible for the day-to-day management of all aspects of the NPA's financial operations in a manner consistent with international standards;
• assume control of cash, receivables, payables, budgets; maintain accounting and other records, and control all financial operations;
• implement and maintain an effective financial management system;
• ensure timely financial reporting, accounts preparation and accounts audits;
• review-and recommend on staff requirements for the NPA Finance Department.

(2) A BILLINGS/COLLECTION (COMMERCIAL) MANAGER with a minimum of 10 years experience in commercial billings and collection positions, power utility experience is prerequisite, you must possess a bachelor's degree in Finance/Accounting, marketing or business administration, significant experience in emerging markets commercial management, Africa experience an advantage, utility billings, collection and marketing experience backed by operational commercial management and strong commercial planning skills required. Ideal candidate must have strong leadership skills and excellent written and verbal communication skills.

RESPONSIBILITIES: The Manager shall, amongst other roles:

• be responsible for the day-to-day management of all billings and collections and related commercial aspects of the NPA's operations, in a manner consistent with international standards;
• develop and maintain an effective system for billings to and collections from all customers;
• develop and implement a program to decrease non-technical losses and improve collections;;
• ensure compliance with the approved NPA Commercial Policies and Procedures;
• review and recommend on staff requirements for the NPA Finance Department
