JOB OPPORTUNITY - Reports Officer



Introduction:

UNDP Tanzania wishes to recruit a Reports Officer on short-term to deal with reports of the Human Security Programme in North Western Tanzania. Closing the human security programme involves finalising and submission of important reports both for UNDP’s internal requirements and for submission to donors. The UNDP internal reports include a Final Project Review Report assessing the performance of the project, and an Evaluation Report assessing intended results.

With the assistance of the Programme Manager in the field, Regional and District implementing partners and the participating UN Agencies, the Reports Officer will review annual progress reports available, collect all the relevant information and write these reports. On behalf of the administrative agent, the Reports Officer will also prepare and consolidate a narrative substantive progress report and a financial report consisting of reports submitted by each participating agency of the Joint Programme. In order to cover the entire reporting period, the duration of the contract will be 60 days over six months. Duty station will be Dar es Salaam, with possibility of travel to Kigoma/Kagera.

Duties and Responsibilities:

Review and extract information from existing documents including progress reports available, conduct interviews with Participating UN Agencies and Regional/District implementing partners, synthesize and analyse information obtained in order to compile the final Project Report and project evaluation report as per programme reporting requirements, assist UNDP to prepare and consolidate a narrative substantive progress report and a financial report consisting of reports submitted by each participating UN agency of the Joint Programme.

Qualifications:
A Masters Degree in development studies, social sciences or other relevant area, experience in extracting, reviewing, synthesizing, analysing information and writing and consolidating reports, previous experience working for the United Nations preferably on post conflict recovery related and Human Security activities, Knowledge of development issues of East Africa would be an asset, Excellent writing skills and proficiency in English, computer literate.

Background:

Tanzania has been hosting refugees fleeing conflict in neighbouring countries for some decades now. The Government of Tanzania has been collaborating with the United Nations to protect refugees and meet their basic needs through field operations in Kigoma and Kagera Regions in Northwestern Tanzania. The massive scale humanitarian operation has made a significant contribution to the regional economy through the construction and maintenance of roads, airstrips and other infrastructure, as well as the stimulation resulting from the multiplier effect of paying salaries and local procurement. The presence of refugees in Northwestern Tanzania has contributed to the interaction with the host community as well as impacted on the social-economic situation in the area.

In recent days there have been efforts to assist refugees to return to their home countries and camps are now being closed as the humanitarian intervention and the support for refugee hosting areas through these programmes diminishes. To mitigate possible negative consequences that could result from the withdrawal of humanitarian actors from the region, the UN Country Team established the Human Security Programme for Northwestern Tanzania, which was launched in 2005. This programme is also coming to an end in December 2008. Future UN support to manage the transition from a humanitarian operation to sustainable development in North-western Tanzania is provided in the framework of a new ONE UN joint programme currently being operationalised.

Each participating UN organisation will prepare reports on the activities under their responsibility. On behalf of the administrative agent, the Reports Officer will prepare and consolidate a narrative substantive progress report and a financial report consisting of reports submitted by each participating agency of the Joint Programme.

Duration & Duty Station:

Responsibilities:

With the objective of aiding compliance with terminal reporting requirements for the Human Security Programme, the Reports Officer is expected to Review and extract information from existing documents including progress reports available, conduct interviews with Participating UN Agencies and Regional/District implementing partners, synthesize and analyse information obtained in order to compile the final Project Report and project evaluation report as per programme reporting requirements

In addition, the Reports Officer will assist UNDP as administrative agent of the programme to prepare and consolidate a narrative substantive progress report and a financial report consisting of reports submitted by each participating UN agency of the Joint Programme. These reports will be submitted to the Donor.

Deliverables:

I - Reports for submission to UNDP:

1) A Final Project Review report: Should assess performance and success of the project and sustainability of the results including the contribution to related outcomes and capacity development. Should also review lessons learnt and include recommendations that may improve the design and implementation of other UNDP funded projects.

2) A Project evaluation report: Should assess the performance of the project with regards to achieving its intended results. Should provide information on project implementation arrangements and the achievement of the results. Will provide valuable information to support informed decision-making and serves to reinforce the accountability of the programme manager.

3) A final financial report/Project Delivery report: Recording expenditures made during the last period. UN agencies undertaking activities under national implementation must report their expenditures with a project delivery report (DPR)

4) Lessons learnt report: Should identify what future projects could do differently to improve performance.

II - Consolidated Reports prepared for UNDP for submission to the donor on behalf of all participating UN agencies

1) Interim Financial Report: reflecting the amount received in relation to expenditure from the contribution.

2) Substantive Progress report: This report will detail outputs, achievements and constraints with regards to the utilization of the funds contributed.

3) Final Financial report: The financial report needs to reflect the amount received in relation to expenditure from the contribution. It will provide information on the following: amount received; interest income; staff and other personnel costs; travel; contractual services; operational expenses; acquisitions; fellowships, grant and other; sub-total; programme support costs; and total expenditures.

Qualifications:

q Masters Degree in development studies, social sciences or other relevant area.

q Experience in extracting, reviewing, synthesizing, analysing information and writing and consolidating reports.

q Excellent writing skills and proficiency in English.

q Previous experience working for the United Nations preferably on post conflict recovery related and Human Security activities.
