Expression of Interest for Consultancy Services: Poverty and Social Impact Analysis (PSIA) of Power Sector Reforms in Uganda

1. Introduction:

The Government of the Republic of Uganda has received a Credit from the World Bank/IDA towards the cost of the Power Sector Development Operation (PSDO) and intends to use part of the proceeds of the Credit, towards payment for Consultancy Services to carry out a Poverty and Social Impact Analysis (PSIA) of Power Sector Reforms in Uganda. The Ministry of Energy and Mineral Development (MEMD) in conjunction with the Ministry of Finance, Planning and Economic Development (MFPED) now seeks to engage the services of Experienced and Qualified Consultants to carry out this assignment.

2. Objectives of the Assignment:

The objective of the PSIA is to inform the choice, design, and sequencing of alternative policy options and to recommend specific actions to be undertaken by the Government of Uganda, international financial intermediaries, energy sector investors, and local governments to ensure that the distributional impacts are taken into account in power sector policies and investments.

3. Scope of Services:

The PSIA focuses on the impact of policy change. The work therefore involves assessing distributional impacts on welfare, or well-being, including both, income and non-income dimensions, the impact on various groups, as well as the transmission channels, and the way in which different institutions affect outcomes.

At the minimum, the PSIA will address the following questions;
  • How is the current energy supply in Uganda distributed across the country in terms of poverty areas (as initially identified by district poverty levels)?
  • How has the identification of priority districts for energy investments been influenced by energy policies?
  • Who are the winners and losers of energy policies and programs?
  • How does a rationalization of budget reallocations (e.g. from energy to more direct pro-poor policies and programs) affect the poor?
  • How are the poor and vulnerable populations affected by changes in energy tariffs and subsidies?
The PSIA will therefore require an understanding of the suppliers and users of energy, from generation, transmission, distribution, and rural access. It will also require use of both quantitative and qualitative approaches (see below for required expertise).

4. Required Qualification and Experience:

MEMD and MFPED intend to engage a CONSULTANCY FIRM for the assignment and it should have the following experience, personnel expertise and competences;
  • Two qualitative consultants with at least a Masters Degree in Development Studies, Sociology or Anthropology and have significant experience (at least 10 years) in carrying out qualitative surveys and analysis, particularly in poverty-related participatory research.
  • One quantitative consultant with at least a Masters Degree in Economics, Development Economics or Quantitative Economics. Knowledge of Econometric Techniques including Panel data analysis techniques is a must. The consultant will use household survey data collected by the Uganda Bureau of Statistics (UBOS) to assess the poverty impact of power sector reforms.
  • The consultants will work in conjunction with the Macroeconomic Policy Department of the Ministry of Finance, Planning and Economic Development (MFPED).
5. Duration of the Assignment:

The duration of the assignment is estimated to be 3 Calendar months and a total of 74 man days for each of the qualitative consultant and 40 man days for the quantitative consultant.

6. The Ministry of Energy and Mineral Development now invites eligible firms to indicate their interest in providing the services.

Interested firms must provide information indicating that they are qualified to perform the services (by providing description of similar assignments, experience in similar conditions, availability of appropriate skills among key staff, etc.)

7. The firm will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
