Exciting Challenge in Contributing to the National Response to the HIV and AIDS Epidemic

The National AIDS Control Council (NACC) was established in November 1999, to provide policy and strategic framework to coordinate all stakeholders in the implementation of the national multi sectoral response to HIV and AIDS in Kenya.

NACC has had some notable achievements since its inception. These include coordinating the development and implementation of the Kenya National HIV and AIDS Strategic Plan 2005/6-2009/10 (KNASP) and supporting formulation of policies in key areas such as orphans and other vulnerable children and mainstreaming gender and greater and meaningful involvement of people living with HIV and AIDS into the national response.

NACC has recently been restructured and its operational and administrative structures strengthened to enable it fulfill its mandate as the facilitator of Stakeholders in the effective implementation of the national response to HIV and AIDS. NACC now seeks to recruit a suitable individual to fill the following post.

Deputy Director, Finance and Administration

Purpose:

To guide and direct the development and implementation of appropriate policies and systems in the areas of finance, human resources, management information and administration that supports the implementation of NACC's agenda.

Further, the successful individual will work with other departments to ensure that all financial resources of NACC are acquired, disbursed, prudently invested, fully accounted for and reported efficiently. The position ensures that the council is financially sound.

Primary responsibilities and accountabilities:

Reporting to the Director who is the Chief Executive will oversee and be the custodian of the following core activities:

a) Motivate and nurture the Finance Division to achieve excellence in capability to achieve overall objectives.

b) Coordinate the supervision and appraisal of staff and identify their training and career developmental needs.

c) Lead the Finance Division in budgeting, planning and directing resources to achieve targets and objectives

d) Oversee the production of accurate, timely complete and reliable periodical financial reports for decision making.

e) Oversee and co-ordinate the functions of the Department and liaise with other departments and sections.

f) Develop and implement sound financial and administrative policies and procedures

g) Coordinate the development of the Council's financial strategies.

h) Oversee the implementation of departmental financial plans, annual work plans and budgets,

i) Oversee and supervise accounting systems, procurement systems and grant accounting systems

j) Ensure timely and accurate production of daily, weekly, monthly, quarterly, semi annual and annual financial and management reports for decision making.

Qualifications and Competencies

Academic/Professional Qualifications

  • Post graduate qualification preferably a Master's degree in Business Administration, Accounting or Finance.
  • Bachelor's degree in Commerce (Accounting or Finance),
  • Full qualification in ACCA, CISA, CPA (K) or equivalent.
Experience
  • Minimum ten (10) years relevant experience with 3 years in a senior position,
  • Experience in financial management, systems implementation, procurement and asset management, financial reporting, development and implementation of financial controls and budgeting is required.
