The Communications Commission of Kenya (CCK) is the independent regulatory authority for the communications sector in Kenya. Established by the Kenya Communications Act (KCA) 1998, CCK is charged with the responsibility of licensing operators and service providers in telecommunications, postal and radio communications sub-sectors, monitoring compliance of licensees against their licence conditions, managing the frequency spectrum and protecting consumers within the communications environment.

In an effort to enhance capacity to deliver on its statutory mandate, CCK is seeking to recruit high calibre results-oriented persons, who will work in a highly demanding and high performance environment.

DIRECTOR/ COMPETITION TARIFFS & MARKET ANALYSIS

KEY RESPONSIBILITIES

Reporting to the Director-General, the successful candidate will be responsible for:

  • Providing strategic direction and leadership in analysing the challenges facing the communications sector and designing practical policy and regulatory solutions
  • Analysing the growth and development of the info-communications sector
  • Evaluating the impact of the Government's and Commission's policies on consumers, businesses and the economy
  • Carrying out economic and financial studies, research and surveys in the sector
  • Regulating tariffs, commission and other charges for the communications services
  • Developing appropriate policies and guidelines on tariffs and interconnection rates for licensed services
  • Ensuring equitable access and competition in the sector
  • Identifying and monitoring unfair trading practices that either distort competition or deny consumers their rights and developing appropriate interventions
  • Developing appropriate strategies geared towards the attainment of Universal Service Obligations in consultation with stakeholders
  • Formulating strategies for bridging the digital divide in Kenya
MINIMUM QUALIFICATIONS AND EXPERIENCE
  • A Bachelor's degree preferably in Economics plus a Master's degree in a business related field

KEY RESPONSIBILITIES

Reporting to the Director/Licensing, Compliance & Standards, the successful candidate will be responsible for:
  • Overseeing and managing the development of technical and operational standards for the communications sector
  • Managing the process of type approval/acceptance of network and terminal equipment for both private and public networks
  • Monitoring and ensuring that technical and operational standards are adhered to by all licensees
  • Developing numbering plans for communications services and frameworks for adopting new technologies
  • Assignment of numbering resources to licensed operators and service providers
  • Advising the Commission on all matters pertaining to equipment standards and numbering

KEY RESPONSIBILITIES

Reporting to the Assistant Director/Information Technology, the successful candidate will be responsible for:
  • Advising on and ensuring implementation of the Commission's IT Strategy and ICT issues
  • Participating in the development of industry ICT initiatives
  • Coordinating and playing a Public Policy oversight role in the administration and operations of the Kenya Network Information Centre (KENIC), and other Internet initiatives
  • Participating in the facilitation of the development of electronic commerce as well as exploring new technologies on network and communication
  • Liaising with government agencies, non-governmental organizations, industry and other institutions concerned with the development of new and emerging ICTs
  • Articulation of the Commission's general Information Technology policy on provision, operations, development and management of the Information Systems Network database
  • Ensuring security and integrity of the Commission's data and information
MINIMUM QUALIFICATIONS AND EXPERIENCE
  • A bachelor's degree in Information Technology/Computer Science/ Management Information Systems or other related discipline

  • Designing policies and procedures for implementing the Commission's training programes to support career planning and succession
  • Ensuring that staff training and development policies are properly implemented. In addition, the successful candidate will liaise with various training institutions and agencies, in relation to the Commission's strategic goals as well as staff training needs and ensure selection is based on identified training needs
  • Overseeing the design and maintenance of staff competence and skill sets that conform to the Commission's Human capital requirements
  • Continuous review of job requirements to determine required skills and competences, and develop appropriate interventions
  • Managing the Commission's capacity development programmes to meet organizational needs
  • Developing and integrating a culture of continuous learning among the staff of the Commission

EXECUTIVE ASSISTANT

KEY RESPONSIBILITIES

Reporting to the Director General, the successful candidate will be responsible for:
  • Performing a variety of administrative or executive support tasks that are highly confidential and sensitive. This will include researching, compiling and preparing confidential and sensitive documents and briefing the Director-General accordingly
  • Coordinating office management activities for the Director-General.
  • Managing the Director General's diary, including prioritizing issues requiring the CEO's attention
  • Acting as a liaison between the Director General and staff by transmitting directives, instructions and assignments and following up on the status of assignments.
  • Preparing agenda and collecting materials for meetings, speeches and conferences; taking minutes and keeping records of procedures.

SECURITY OFFICER II

KEY RESPONSIBILITIES

Reporting to the Manager/Administration, the successful candidate will be responsible for:
  • Participating in development and implementation of security policies, procedures, standards and enforce compliance.
  • Planning, coordinating and directing activities relating to movement of assets out of the Commission's premises.
  • Monitoring, analyzing and implementing security risk assessment.
  • Investigating all security incidences and liaising with other security agencies.
  • Preparing weekly reports on security including preparing detailed reports for use by the Police or Courts if the need arises
  • Carrying out continuous appraisals on matters of investigations and security and provide advice to the Commission.
  • Ensuring physical asset protection, access control system and video surveillance. Constantly watch and monitor all security installations and initiate the required action.
  • Managing information protection responsibilities such as network security, network access, and monitoring policies and employee awareness and education.
  • Providing visibility on site security presence.
  • Detecting suspicious activities or persons and watch for criminal acts or client rule infractions which may be a threat to the property, clients or employees.
  • Conducting regular fire, health and safety checks including fire drills.
MINIMUM QUALIFICATIONS AND EXPERIENCE
  • Possession of a Bachelor's degree in a relevant area
  • A diploma in ICT systems security and risk assessment or related field

  • Implementing sound accounting systems and control
  • Writing and maintaining books of accounts and prepare reconciliation of transactions

KEY RESPONSIBILITIES

Reporting to the Manager in charge of the unit, the successful candidate will be responsible for:
  • Planning and management of the Radio Frequency Spectrum
  • Assigning of spectrum for backbone networks and systems, and private radio networks
  • Processing radio frequency applications
  • Undertaking international and national radio frequency co-ordination in liaison with the International Telecommunication Union (ITU)
  • Developing new spectrum sharing methods to accommodate the ever- increasing demand for spectrum, and perform engineering analysis to ensure electromagnetic compatibility
  • Formulating and review frequency fees charging methodologies
  • Maintaining a register/database of all licensed private network frequency users
  • Undertaking monitoring of the radio frequency spectrum

  • Assisting in the coordination and compilation of strategic plans, periodic reports and performance targets
  • Advising on economic, policy and technological issues relating to the regulation of the communications sector

KEY RESPONSIBILITIES

Reporting to the Scheme's Administrator, the successful candidate will be responsible for:
  • Implementing sound pension policies, strategies and systems for the staff pension scheme
  • Maintaining and updating accurate membership records, including records of beneficiaries. Regularly update pensioners and beneficiaries records.
  • Preparing and submitting the necessary monthly, quarterly and annual pension scheme returns to Retirement Benefit Authority (RBA)

  • Timely production of corporate publicity materials such as brochures, newsletters, annual reports, e-bulletin, documentaries, etc.
