IntraHealth International, Inc. seeks to fill the following positions for a proposed HRH Capacity Kenya Programme through USAID Kenya funding.
The goal of the proposed HRH Capacity Programme will be to provide a focused package of technical assistance and support to the Ministry of Health and counterpart public and private health agencies to strengthen health workforce planning, development and management to improve the delivery of health services.
1. Human Resources Management Specialist
The Human Resources Management Specialist will work directly with both public sector health ministries to provide technical assistance in the areas of strategic human resources management including change management and HR functions delivery.
The HRM Specialist is a professional who will be seconded on full time basis to the Directorate of Human Resources of the public health sector in Kenya, to plan and take lead in providing technical support for activities in developing human resource management capacity and human resource systems in the health sector.
S/he will be required to apply extensive knowledge of the health sector management primarily to work at the national and provincial systems level. He/she will report to Deputy Directors for Human Resources at Public Health sector.
Essential Functions
- Assisting country level counterparts and stakeholders in the public and private sector in reviewing, designing and strengthening systems such as HRH assessments, human resources information systems, workforce planning and projection systems, recruiting and deployment systems, and performance management systems at the national and regional level.
- Assist health sector leaders and managers to review HR legislative policies, operational practices and procedures, build capacity and improve systems (such as recruitment, deployment, salaries and benefits, retention, performance management).
- Build collaborative relationships with and between stakeholders, conducting assessments to determine the best interventions and approaches to address pressing problems, designing, implementing and monitoring appropriate training activities and interventions and building local capacity in managing their health sector human resources.
- Lead in documenting best practices in technical papers and in analyzing and adapting innovative tools and resources for use by Kenya and other developing country health sector leaders.
- Play a primary role in HRM programming and developing a comprehensive plan to strengthen the capacity of the public health sector HR Directorates to perform a more strategic role in terms of HRH planning and management. Offer technical leadership in sharing and developing new and improved strategies, tools and interventions for improved human resources planning, availability and productivity.
- Build capacity in the central and the sub national public health sector to strengthen their HR management systems, especially systems such as recruitment, deployment, retention and motivation, and performance management systems.
- Build local professional capacity and expertise in human resources management and personnel policies and develop innovative strategies for building this local capacity at national and provincial levels.
- Organize and lead work teams for assigned activities, including preparing budgets, tracking expenditures, 7. ensuring work proceeds according to plans and timelines and ensuring the quality of the deliverables.
- Provide the linkages required within the public health sector and with specified training institutions to support the development of a pool of HRH experts for the country.
- Masters level training in Human Resources Management, Public Administration or any related training.
- Self-starter with competence to assess priorities; manage a variety of complex activities in a time-sensitive/emergency environment, and meet competing deadlines.
- Knowledge of relevant employment and labor laws applicable in Kenya.
- Proven ability to handle confidential matters discreetly and to gain the trust and confidence of colleagues and clients.
- A minimum of eight years experience in implementing human resource management policies in a complex and changing environment.
- Good interpersonal and communication skills.
The IT Specialist will support the development and roll-out of the HR IS suite that has been developed for the health sector. S/he will support the development of HR IS plans in order to effectively manage IT Infrastructure including IT Security within HR IS. S/he will also provide technical HR IS capacity building for HR managers at both national and sub national levels. The IT Specialist will be seconded to MoH and will report to Human Resource Management Specialist based at MoH.
Essential Functions
- Support the processes to upload HR data into the HR IS suite.
- Provide HR IS training to MoH officials with HR function and provide technical support to enable the health sector decentralize the use of the HR IS suite
- Develop and implement data management systems; including.ensuring that there is a regular monthly update on the system.
- Implement and manage technical aspects of the HR IS infrastructure comprising hardware and software.
- Design and implement monitoring systems; take action to ensure systems availability and integrity including obtaining vendor technical support.
- Maintain, develop and provide ICT infrastructure services including tuning the firewalls and gateways, monitor and analyze traffic and server platforms, anti-spam services, intrusion detection systems (IDS) virtual private network (VPN) and anti-virus mechanisms as well as Network Infrastructure (LAN and WAN).
- Ensure proper functioning of the network, including connectivity to the internet, other networks and interfaces to all dependant services such as electronic mail, PC desktops services and applications.
- Develop systems documents and maintain standard operating procedures.
- Provide technical expert advice on the latest technology acquisition, implementation and optimal operation of services related to the HR IS infrastructure.
- BSc in Computer Science, Information Technology or equivalent qualifications.
- Demonstrated knowledge and understanding of HR information systems.
- Over three (3) years relevant experience in the development and installation of computer hardware systems including customisation of integrated software programmes.
- Proficiency in databases and programming languages such as Microsoft SQL, MySQL Progress, Java, Perl and PHP.
- Ability to identify user needs, information data sources, data types and application requirements and develop and implement effective training programmes to both professional and clerical staff.
- Experience for setting up information systems and networked applications and office automation systems
- Knowledge of hardware/software installation and ability to make minor adjustments to equipment.
- Ability develop simple query programs to retrieve information from data base
