Implementation period: Starting on January 06. 2009 the mission will be implemented over a period of 333 calendar days (3 missions)

Working language skill required: English

Description

Qualifications and skills

An appropriate higher university degree in Civil Engineering or equivalent engineering discipline and membership of a recognised professional institution

General professional experience

Civil Engineer (or equivalent) with more than 15 years of relevant practical and professional experience and a proven record in the administration of civil works, services and supplies contracts, including a minimum of two years professional experience in the administration of EDF contracts.

More than 10 years working experience in ACP countries providing advisory support on infrastructure related projects

Specific professional experience

1) General and Administrative
  • A strong track record in project management skills for works, supplies and service contracts.
  • In depth understanding of civil works designs, specifications and contract administration
  • Preparation and/or administration of EDF works, services and supply tenders and contracts, including scrutinizing of payment certificates
  • Working knowledge of the SATCC specifications for roads and bridges and knowledge of the administration of claims assessments for civil works contracts
2) Infrastructure

A strong practical experience in infrastructure provision in ACP countries including
  • Demonstrable practical experience in the preparation, examination and administration of tender dossiers for works, supplies and consultancy services including (paved and unpaved) roads, bridges and public buildings.
  • Demonstrable practical experience in the design, management and/or supervision of road rehabilitation and maintenance works, earthworks and drainage and at least two years demonstrable practical experience in the management and/or supervision of buildings works
  • Demonstrable experience in use of infrastructure planning, management, and prioritisation tools
3) Advisory and Institutional Support
  • Working experience, in an advisory role, within ACP Government Institutions and in a multi-sectoral team environment, involving a variety of stakeholders including the NAO
  • In depth and broad technical knowledge of infrastructure issues in the context of development
4) Contract Management and EDF
  • A strong background in financial, technical and contractual management of large infrastructure (roads and buildings) programmes in the context of EDF procedures, Project Cycle Management and Conditions of Contract
  • In depth knowledge of project cycle management, developing and implementing monitoring and evaluation systems based on performance indicators
  • An in depth, relevant and proven experience understanding of the Commission procedures, regulations, protocols particularly as regards implementation of 9th EDF programmes.
The assignment shall commence on or around the 6th January 2009.

Number of working days : 168

The services will be carried out over a period of 333 calendar days in three phases as follows:-

Phase 1 – 58 working days
Phase 2 – 60 working days
Phase 3 – 50 working days
