Coastal Rural Support Programme (Tanzania)

The Aga Khan Foundation (AKF) is a private, non-denominational development agency promoting creative and effective solutions to problems that impede social development.

The Aga Khan Foundation (East Africa) is launching a new multi-input area development programme in Mtwara and Lindi Regions of southern Tanzania in early 2009 and is seeking qualified candidates to fill the following positions which are focused on interventions in the rice sector.

1. Rice Sector Manager (Ref: CRSPT01)

The Rice Sector Manager is responsible for leading an intensive programme to significantly improve rice production and strengthen market linkages in the rice value chain in Mtwara and Lindi.

The ideal candidate will have:
  • A Master's degree in Agriculture with a specialisation in rice;
  • 5-10 years experience managing an agriculture component in a non-governmental organisation, with preference given to those with at least 5 years experience in rice specifically, in a supervisory capacity, managing a diverse team in an intense, results-oriented environment;
  • Proven familiarity with the Participatory Learning and Action Research in Integrated Rice Management approach;
  • Professional contacts with key institutions active in the rice sector, including WARDA and IRRI;
  • Proven familiarity with market-based approaches to development;
  • Knowledge of Tanzania's agricultural policies and practices;
  • Experience in grant management.
2. Lead Social Organiser (Ref: CRSPT02)

The Lead Social Organiser is responsible for supervising the mobilisation of farmers groups in the rice sector and engagement of local government authorities.

He/she will have:
  • A tertiary-level degree in community development or a related field;
  • 5-7 years field experience in community mobilisation and participatory approaches in a non governmental organisation, preferably in Tanzania;
  • Experience managing field staff.
3. Agronomist (Ref: CRSPT03)

The Agronomist is responsible for supporting field-based facilitators and for technical input to the rice interventions.

He/she will have;
  • A Master's degree in Agriculture or a related field, preferably with a specialisation in rice;
  • 5-7 years experience managing field-based agriculture projects in a non-governmental organisation;
  • Familiarity with market-based approaches to development;
  • Experience managing field staff.
4. Monitoring and Evaluation Officer (Ref: CRSPT04)

The Monitoring and Evaluation Officer is responsible for measuring the outputs, outcomes and impact of the interventions in the rice sector.

He/she will have:
  • A Master's degree in M&E or a related field;
  • 5-7 years field experience in monitoring and evaluating agriculture or enterprise projects for a non¬governmental organisation;
  • Proven experience in capacity building in core M&E topics.
5. Accountant (Ref: CRSPT05)
The Accountant is responsible for the financial management of the interventions.

He/she will have:
  • A B.Com and a CPA or equivalent qualification;
  • 5-7 years experience as a field-based accountant for a non-governmental organisation or an international development agency;
  • Proven experience in project budgeting, financial reporting and budget monitoring;
  • Management of Foundation s assets including petty cash;
  • Familiarity with an ERP.
  • Expertise in iScala would be an added advantage.
6. Lead Facilitators - 3 positions (Ref: CRSPT06)

The Lead Facilitators are the main interface with farmers' groups and are responsible for supervising the group facilitators.

They will have:
  • Diploma in agriculture, social sciences or a related field;
  • 5-7 years experience working as a facilitator in an agriculture or enterprise programme for a non¬governmental organisation;
  • Experience working with rural community groups;
  • Experience supervising junior-level field staff
7. Administrative Assistant (Ref: CRSPT07)

The Administrative Assistant is responsible for all administrative duties related to the implementation of the project.

He/she will have:
  • Certified clerical training;
  • Provide support to all logistical and administrative matters of the project
  • 3-5 years experience working as a field-based administrative assistant.
  • Experience for working in a non-governmental organisation will be an added advantage.
8. Drivers - 2 positions (Ref: CRSPT08)

The Drivers will be responsible for driving project vehicles.

They will have:
  • A Tanzanian Driver's License;
  • Proven experience driving manual double-cabin pick-ups in rough terrain;
  • 3-5 years experience driving vehicles.
  • Experience for working in a non-governmental organisation will be an added advantage.
  • Advanced Driving Certificate from the National Institute of Transport is an advantage.
9. Cleaner/Messenger (Ref: CRSPT09)

The Cleaner/Messenger will be responsible for office cleaning and administrative tasks.

He/she will have:
  • 2-3 years experience as a cleaner/messenger.
  • Experience for working in a non-governmental organisation will be an added advantage.
All positions will be based in either Mtwara Town or Lindi Town, southern Tanzania.

All technical positions are expected to have the following aptitudes:
  • Demonstrated initiative and attention to detail;
  • Excellent verbal and written communication skills in English and Kiswahili;
  • Excellent computer skills and high familiarity with Microsoft software;
  • Ability to function effectively within and outside the office in a cross-cultural, inter-disciplinary environment, including the ability to meet multiple demands and deadlines with a positive and constructive attitude under minimal supervision.
