Manager / Infrastructure - Postal Corporation of Kenya (PCK)

The Postal Corporation of Kenya (PCK) seeks to recurit a qualified person for the position of Manager/Infrastructure.

Broad Functions


The Manager/Infrastructure’s role is to plan, organize and manage staff and overall operations to ensure the stable operation of the Corporation’s IT infrastructure. This includes developing, maintaining, supporting and optimizing key functional areas particularly network infrastructure, server infrastructure, data communication and telecommunication systems. He/She will also schedule and direct activities to resolve hardware and software problems in a timely and accurate manner.
Key Responsibilities

Design and implement short and long-term strategic plans to ensure infrastructure capacity meets existing and future requirements.

Develop, implement, and maintain policies, procedures, and associated training plans for infrastructure administration and project management.

Conduct research and make recommendations on products, services, protocols, and standards in support of all infrastructure procurement and development efforts.
  • Formulate the implementation of solutions to the Network and Hardware infrastructure requirements based on the business needs of PCK.
  • Provide strategic evaluation for Network and Hardware selection to support PCK business requirements and supervise the technical execution of those solutions.
  • Carry out supervisory responsibilities in accordance with PCK’s policies and applicable laws.
  • Provide leadership in designing IT risk  mitigation solutions.
  • Conduct, review, recommend and implement security requirements for applications, file systems, operating systems, networked resources, networked communications devices and protocol usage.
  • Ensure adequate back-up and support on IT network system.
  • Co-ordinate follow-up problem analysis and determine corrective action.
  • Provide direction on developing and maintaining supporting documentation and reference material for all supported software, applications and hardware.
  • Prepare RFPs, bid proposals, contracts, scope of work reports, and other documentation for infrastructure projects and associated efforts. Establish service level agreements with business units.
  • Negotiate with vendors, outsourcers, and contractors to secure infrastructure-specific products and services.
  • Assist with the planning and deployment of infrastructure security measures.
  • Manage and set priorities for the design, maintenance, development, and evaluation of all infrastructure systems, including LANs, WANs, Internet, intranet, security, wireless implementations, and so on.
  • Conduct feasibility studies for various upgrade projects, improvements, and other conversions.
  • Define hardware and software standards in conjunction with owners and stakeholders.
  • Direct IT Section budget planning.
  • Perform any other duty as may be assigned from time to time.

Qualifications and Experience


  • A Bachelors degree in Information Technology.
  • Must have  professional qualifications process reengineering, systems analysis, application development and relationship database design, implementing and supporting of ERP’s and implementing other front end and back-end systems within client/ server application environments.
  • Five (5) years in management position experience with broad technical skills in IT including network and systems administrations.
  • Should possess relevant certification such as CISA (Certified Information Systems Auditor and CCNA – Cisco Certified Network Administrator
  • Excellent interpersonal and communication skills
  • Team player and  with strong leadership.
  • Ability to work under pressure and meet deadlines.
