Program Officer for Finance


The Academy for Educational Development (AED), an international not-for-profit organization, working in education and training, health and nutrition, democracy and governance, and economic development seeks to recruit a Program Officer for Finance for the U SAID-funded SSTAP to be based in Juba, South Sudan.
SSTAP works with the Government of Southern Sudan Ministry of Education Science and Technology (G0SS—MOEST) and State Ministries of Education (SM0E) to strengthen institutional capacity in areas of program implementation and
education management.



Position Summary: The Finance Manager will manage all SSTAP financial operations in the Juba Office and oversee operations, including financial monitoring, documentation, and reporting in 10 state field offices. This position will report to the Chief of Party and work in collaboration with the AED Washington DC office.



Duties and Responsibilities:

  • Using QuickBooks, prepare and submit program imprest on a monthly basis, including the compilation of financial reports from 10 state offices
  • Maintain project financial records, prepare monthly payroll and benefits, issue cheques, control project petty cash accounts
  • Provide ongoing training and support to staff on project financial regulations, reporting and procurement procedures
  • Oversee regular communication with all project bank accounts and vendors to ensure regulations and procedures are followed
  • Maintain monthly tracking systems for staff payments, expenses and advances
  • Advise on GAAP, Sudanese tax and labor law, reporting requirements
Qualifications:
  • Bachelor’s degree in a business or finance-related field or equivalent combination of education and experience
  • At least two years of direct experience working in development programs in Southern Sudan
  • Experience with USAID policies and procedures and QuickBooks is required
  • Proficiency in MS Office applications, email and the Internet
