Duties and responsibilities
The Adviser core responsibilities include :
Overall Coordination activities
- Advise the COO on key policy matters of operational and institutional significance
- Lead the elaboration and review of key corporate policies, procedures and processes.
- Review documentation for SMCC consideration and advice the COO accordingly on course of action
- Lead the monitoring of implementation of SMCC and Board decisions
- Prepare technical reports and briefing notes on issues of interest and relevance for the COO
- Provide inputs in Strategy formulation and budget preparation
- Lead the design, implementation and review of corporate performance monitoring systems, tools and indicators
- Lead the monitoring and review of corporate performance data (Budget implementation, KPIs, Lending Programme, ADF Commitments, Audit Recommendations)
- Represent COO in cross complex initiatives and task forces
- Lead the design and implementation of a monitoring and reporting tool for the Bank’s vertical initiatives
- Provide support in managing coordination between VP/COO and other complexes to accelerate implementation of key initiatives in the reform agenda of the Bank.
- Provide advice to COO on the implementation of institutional reforms of the Bank
- Coordinate involvement of COO Office in the development and implementation of a Bank wide management information system (MIS)
- Provide technical supervision and mentoring of junior staff in the COO
- Advise on complex wide staffing and budgetary resources requirements in line with agreed strategic and institutional priorities.
- Provide input in the formulation of the Work Programme of the COO Office
- Provide speech writing support to the COO
- Undertake any other assignment as needed
Including desirable skills, knowledge and experience
- Minimum a Master or an equivalent degree in business administration, management , finance, economics or other relevant fields;
- Preferably a minimum of eight (8) years of relevant experience; solid credibility on development issues; understanding of both public and private sector perspectives. Experience in change management would be an asset;
- Demonstrated superior leadership qualities, first-rate interpersonal skills, strategic mindset with ability to balance long-term and short-term tradeoffs;
- Excellent technical, analytical skills and established operational track record of excellence in achieving results;
- Proven ability to identify and articulate policy issues, tradeoffs and priorities to provide sound advice;
- Demonstrated ability to work across institutional boundaries with various teams, build and lead a team of professional staff, and utilise talent and expertise of team members in a productive way;
- Ability to build partnerships and deliver results that meet the needs and long-term interests of clients within and outside the institution;
- Demonstrated ability to produce high quality work on a variety of issues within very short deadlines, to take prudent risks and make effective and timely decisions;
- Superior written and verbal communication skills in English and/or French with demonstrated ability to think strategically and synthesize complex issues (translated into effective oral and written communications)
- High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all levels;
- Competence in the use of Bank standard software (Word, Excel, Access, PowerPoint)
- Ability to work under pressure and perform in a multicultural and complex environment.
