Request for Expressions of Interest for Consultancy Services for Combined Financial and Technical Audits for AWSB Projects.
This Request for Expression of Interest follows the general procurement notice for this project that appeared in Development Business, issue No. 715 of 30th November 2007.
The Government of Kenya has received a credit from International Development Association (IDA), and intends to apply part of the proceeds for Consultancy Services for combined financial and technical audit of AWSB projects.
The overall objective of this assignment is to carry out coordinated financial and technical audit on the projects under implementation in AWSB funded under the Water and Sanitation Services Improvement Project (WaSSIP). This is to ensure that WaSSIP projects are implemented and completed in time within costs and budgets and in compliance with
specifications.
The services will entail but not limited to:
The audit shall include such tests as the physical verification of work performed, as the auditor considers necessary in the circumstances.
The Athi Water Services Board (AWSB) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc).
The Consultants are expected to have relevant experience, with core expertise in the following fields:
Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrower, May 2004 (Revised October 1, 2006).
Interested consultants may obtain further information at the address below from 0800 to 1700 Hours from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.
Expression of interest must be delivered or submitted by electronic mail to the address below by Friday, May 28th 2010 at 1200 hours Kenyan time.

- Carry out Independent technical and financial audits on the implementation of water and sewerage rehabilitation works that have been awarded by AWSB.
- Assure high quality, good value and compliance to the contract and its specifications, so that the project is completed on time and on budget
- Advise on better value for money and fitness/appropriateness of technical methodology and supplies in saving money and saving time.
- Scrutinize all site records including deliveries, equipment at site, personnel and their respective usage
- Advice on participation and cooperation between all parties involved in implementation of the large and complex project towards its successful completion.
- Advice on compliance with technical specifications during the construction.
- Compare progress of financial disbursements against physical progress and make recommendations.
- Prepare a risk management framework including the mitigation measures
