The Malaria Consortium (MC) is an international organization dedicated to the control of malaria and other communicable diseases throughout Africa and Southeast Asia.

The Malaria Consortium Africa office, based in Kampala, Uganda, provides support to seven country offices in Africa as well as implementing work in many more countries.

Malaria Consortium works closely with Ministries of Health and other development and technical partners in African countries at policy, strategy and implementation levels, as well as undertaking operational research as part of our programme evaluation strategy.

Case management of malaria, TB, diarrhea, respiratory tract infections and neglected tropical diseases forms a key part of our work, both in stable and post-conflict settings.

Malaria Consortium recently secured a five year grant to carry out operational research on integrated community case management (iCCM) in Mozambique and Uganda.

We are seeking a highly qualified professional to join the MC Uganda team/programme to provide high quality technical input into iCCM implementation and research on iCCM work and research to identify and document practical solutions to improve Community Health Worker motivation, supervision and use of data to help districts scale up a sustainable strategy for iCCM of sick children (specifically for diarrhoea, pneumonia and malaria) in 6 districts and promote spread of best practices and lessons learned to the rest of the country.

Specifically, this person will work closely with the regional iCCM research Programme Coordinator, Director Case Management, MC Global Technical Director and the research partners at London School of Hygiene and Tropical Medicine and Institute of Child Health in London to:
  • Provide leadership and coordination of all aspects of iCCM research programme implementation in Uganda, including Programme set-up and the development of country specific work plan outlining key activities.
  • Coordinate and lead assigned activities of the iCCM research Programme, ensuring that the day-to-day assignments are completed.
  • Oversee the field activities and provide supervision and support to the work performed by field staff.
  • Provide input to the regional Programme Coordinator regarding team member performance.
  • Provide implementation support to Programme research officers, Programme field supervisors, Programme data manager and any other Malaria Consortium staff or projects, as necessary.
  • Monitor programme deliverables and timelines, notify the regional Programme Coordinator when issues arise, and take corrective actions, as needed.
  • Conduct needs assessment visits to the Programme implementation areas, visiting MoH, county health departments and health facilities and identify the need for external consultants when necessary.
  • Liaise with central MoH and District Health teams on relevant issues relating to iCCM and ensure that good relations between national collaborators and local stakeholders are kept, which may include support.on drafting relevant national/regional policy and strategy papers.
  • Initiate and maintain communications with local collaborators to ensure timely delivery of assigned activities.
  • Organize, lead and facilitate Programme related meetings, including the creation of agenda and materials.
  • Document activities and develop feedback reports to communicate Programme findings and activities to collaborators, the donor and other stakeholders.
  • Assist the regional Programme Coordinator in tracking budget expenses. May assist with budget analysis. Where applicable, assist in the day to day duties of the Programme's administration.
  • Provide technical support, where necessary, to other Malaria Consortium projects in Uganda including:
  1. Technical support to other Malaria Consortium Uganda projects as required.
  2. Providing technical support to the MoH as required.
  3. Supporting the development of project proposals as required.
  • Represent the Programme at national and regional fora as required.
Travel (40%)
  • Regular travel to the programme area
  • Occasional regional or international trips will be required
Person Specification
  • A Bachelors degree in Health sciences or related discipline and a postgraduate qualification in public health or project-management.
  • A Masters degree is an advantage.
  • Minimum of 4 years experience working in public health programme implementation.
  • Experience in community-based health activities Ability to lead, motivate and coordinate a team of technical staff within the project.
  • Ability to collaborate effectively with the wider technical team of experts within Malaria Consortium.
  • Significant experience in project management and organizational work, including financial management, human resources and donor reporting.
  • Excellent communication, report writing and presentation skills
  • Computer skills are essential.
Contract duration: Two years (renewable on excellent performance) starting January 2010
