Coordinates with: COSV Health Staff Administration Coordinator, Logistic Coordinator, Field Logistician, COSV Support Personnel, Local Health Staff.
- BACKGROUND INFORMATION
COSV is an Italian NGO operating in the health sector in Southern Sudan since 1994 in support of the Primary health Care system in Ayod, Ayod County, Jonglei State and Nyal, Panjiar Payam, Unity State.
COSV Mission in Southern Sudan is composed of: 1 Project Manager (Expat), 1 Health Coordinator, 1 Health Coordinator assistant, 1 Nurse and 1 Laboratory Technician. The Support Staff is composed of 1 Field Logistician, 1 Driver, 1 Compound Cook and 2 Watchmen at Juba office.
- MAIN TASKS & RESPONSABILITIES
The position of COSV Health Coordinator requires the maximum flexibility in terms of working hours and movements to/ from the locations where the project activities are implemented.
- Project
- Ensure the proper Planning, Management, and Supervision of COSV health activities in the Southern Sudan according to the applied implementation strategy;
- Ensure the respect of MoH-GoSS, SMoH, WHO, sector lead, policies and guidelines;
- Ensure the adequacy and quality of all the resources needed for the implementation of the activities and for the achievement of the planned results, and the regular maintenance of the medical equipment;
- Participate in the recruitment and induction of new COSV health staff and enhance the proper management and supervision of the local health staff involved in COSV activities at the field level;
- Ensure and plan to carry out health training activities;
- Monitor and evaluate the quality of the health services provided at the field level;
- Conduct quality Data collection and timely reporting of information for narrative & data of the all implemented activities;
- Conduct weekly & Monthly Surveillances and reporting to MoH-GoSS, SMoH, and WHO;
- Ensure the achievement of the Project Goals, Objectives and planned Results (Indicators, Outcomes etc....);
- Supervise and monitor the procurement of the medical equipment requested in accordance with the project planned activities;
- Participate in developing long terms strategies and in proposals writing for new activities to be implemented;
- Participate in strategic planning with other partners operating in the health sector;
- Assist and advise in identifying and overcoming weaknesses;
- Ensure the respect of the emergency medical procedures, field health and safety issues for COSV staffs.
- Data quality collection and timely report
- Ensure regular analysis of the collected data;
- Ensure information sharing with COSV Project Managers;
- Ensure the proper record of the data requested by the Projects implementation.
- Relations and Coordination
- Participate in relevant health coordination meetings at County, State, & National levels;
- Ensure proper coordination and information sharing with MoH-GoSS, SMoH, UN Agencies and with all the other stakeholders involved in the implementation of the planned activities;
- Coordinate and cooperate with local authorities (CHD, SSRRC, & Commissioner) and other stakeholders in project locations.
- Administration & Safety
- Support in Supervision of COSV local field staffs, when in field locations;
- Proper coordination and supervision of COSV regional staffs for the proper implementation of project activities.
- Conduct prompt, and clear financial reporting when handling donor funds;
- Coordinate with local authorities on safety of personnel, and project assets.
- REQUIREMENTS
- A minimum of five (5) years of progressively responsible experience within health coordination or other related fields in the Region;
- Registered Medical Officer or registered Medical Clinical officer from recognized institutions;
- Strong demonstrable experience of undertaking a wide range of humanitarian health activities including: management and supervision of activities in support of the primary health system in remote locations, implementation of Projects funded by national and international Donors;
- Demonstrable experience in project proposal development;
- Familiarity with health related needs, such as drug procurement and pharmacy management;
- Capacity of technical survey management;
- Experience in the implementation of activities in remote locations;
- Strong experience of rigorously adhering to detailed procedures;
- Capacity in accountability and Petty Cash management;
- Capacity in team work leadership;
- Strong communications skills, with excellent verbal and written English;
- Reporting capacity;
- Excellent problem solving ability with proven analytical skills;
- Experience of establishing strong and constructive working relationships with colleagues from different functions, organizations and cultures;
- Experience of working and participating effectively as part of a team;
- Good knowledge of institutional donors and related compliance regulations (e.g. UNDP, ECHO, USAID);
- Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines;
- Experience of proactively identifying and addressing issues;
- Good, proven, negotiation skills;
- Confident and proficient user of MS Office, with advanced Excel skills;
- Flexible in the work times and available to work occasional evenings and weekends if requested by the needs;
- Able and willing to travel to remote and insecure locations for short periods of time and at short notice;
