COSV – Committee for Coordination of Organizations for Voluntary Service Opportunities : Logistic Coordinator

Supervised by: Project Manager

        Coordinates with: Administration Coordinator, COSV Health Staff, Field Logistician, COSV Support Personnel, Team leader of Building Team.

  1. BACKGROUND INFORMATION

COSV is an Italian NGO operating in the health sector in Southern Sudan since the 1994..

COSV Mission in Southern Sudan is composed by: 1 Project Manager ( Expat), 1 Health Coordinator, 1 Health Coordinator assistant, 1 Nurse and 1 Laboratory Technician. Regarding the Support Staff , it is composed by 1 Field Logistician, 1 Driver, 1 Compound Cook and 2 Watchmen.

  1. MAIN TASKS AND RESPONSABILITIES

The position of COSV Logistic Coordinator requires the maximum flexibility in terms of working times and movements to/ from the location where the project activities are implemented.

  1. Equipments, purchasing and quotations
  • Assess the quantity of materials required to implement the programme.
  • Efficiently organise the delivery of the cargo to the required locations;
  • Procure the requested equipment according to COSV procurement policy;
  • Supervise and coordinate, according to the project work plan and recommendations coming from the Project Managers and the Administrative Coordinators, in consultation with the Field Technician and the Compound Mangers the performance of the construction team in the location;
  • Liaise between contractors, service providers and COSV logistics to create an efficient logistical support to the programme.
  • Ensure the proper updating of the Fixed Asset Registers (inventories) referring to the equipment stored and used in COSV Main Office in Juba/Store and COSV Compound/Store in the location;
  • Manage the filing, storage and security of documents related to logistic activities (purchasing orders, bookings, quotations, etc...).
  1. Maintenance
  • Manage the repair and maintenance of COSV offices/Compounds equipments;
  • Supervise and coordinate the vehicle daily movements;
  • Ensure the proper maintenance and repair of COSV vehicle;
  1. Human Resources
    • Supervise and coordinate the daily duties and the performance of the field logistician and driver;
  • Supervise and coordinate the work performance and the daily duties of COSV support staff (watchman, compound cleaner)
  1. Procedures
  • Maintain insurance coverage’s.
  • Ensure the booking of flights for COSV staff movements ( WFP procedure and Private Air company);
  • Obtain official (governmental) permits and licenses.
  • Responsible for all the logistic components of COSV program in Southern Sudan
  • Prepare regular reports, timetable and any ad hoc report as requested by the Project Managers.
  • Organise all necessary labour and security required by the programme.
  • Ensure that timetables are in place for renewing of contracts / insurance / taxation / road licences etc and that vehicles at all times comply with relevant legislation.
  • Ensure that all COSV premises related to this project (offices, accommodation, stores) are managed in a way that complies with COSV policies.








  1. REQUIREMENTS

  1. A minimum of five (5) years of progressively responsible experience within logistics (supply or services) or other related fields in the Region;
  2. School Certificate from a recognized institution in Administration, Management, Logistic etc…
  3. Strong demonstrable experience of undertaking a wide range of humanitarian logistics activities including; national and international procurement, tender design and management, freight management, fleet management, asset management, warehouse/pharmacy management and field communications systems;
  4. Familiarity with health related logistics needs, such as drug procurement, pharmacy management and transport of medical materials;
  5. Capacity of technical survey management;
  6. Experience in Construction, Water & Sanitation, or Heath Care Management;
  7. Strong experience of rigorously adhering to detailed procedures;
  8. Capacity in accountability and Petty Cash management;
  9. Capacity in team work leadership;
  10. Strong communications skills, with excellent verbal and written English.
  11. Reporting capacity;
  12. Excellent problem solving ability with proven analytical skills.
  13. Experience of establishing strong and constructive working relationships with colleagues from different functions, organizations and cultures;
  14. Experience of working and participating effectively as part of a team;
  15. Good knowledge of institutional donors and related compliance regulations (e.g. UNDP, ECHO, USAID);
  16. Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines;
  17. Experience of proactively identifying and addressing issues;
  18. Good, proven, negotiation skills;
  19. Confident and proficient user of MS Office, with advanced Excel skills;
  20. Flexible in the work times and available to work occasional evenings and weekends if requested by the needs;
  21. Able and willing to travel to remote and insecure locations for short periods of time and at short notice;
