COSV – Committee for Coordination of Organizations for Voluntary Service Opportunities : Health Coordinator

Supervised by: Health Coordinator

        Coordinates with: County Health Department, Health Coordinator, Maternity Section, EPI Supervisor, Laboratory COSV Support Personnel, Local Health Staff.

  1. BACKGROUND INFORMATION

COSV is an Italian NGO operating in the health sector in Southern Sudan since 1994 in support of the Primary health Care system in Ayod, Ayod County, Jonglei State and Nyal, Panjiar Payam, Unity State.

COSV Mission in Southern Sudan is composed of: 1 Project Manager (Expat), 1 Health Coordinator, 1 Health Coordinator assistant, 1 Nurse and 1 Laboratory Technician. The Support Staff is composed of 1 Field Logistician, 1 Driver, 1 Compound Cook and 2 Watchmen at Juba office.

  1. MAIN TASKS & RESPONSABILITIES

The position of COSV Medical officer requires the maximum flexibility in terms of working hours and movements to/ from the locations where the project activities are implemented.

  1. Clinical and general management of the Primary Health Care System;
  • Manage the proper operation of all the Departments in the Primary Health Care Centre;
  • Manage the Primary Health Care Centre staff to guarantee the coordination and the implementation of the health project goals;
  • Supervise and Manage the clinical examinations and treatment of patients;
  • Supervise the daily activities of the Clinical and First Aid departments;
  • Supervise the performance of the support staff members to guarantee a proper general operation of the daily activities
  • Ensure the monthly and quarterly drugs and other materials inventory reported to the Health Coordinator;
  • Ensure quarterly drugs request submitted promptly to CHD for MoH supplies;
  • Supervise the drugs storage checking the packing list and the Waybill;
  • Refer the emergency cases promptly for further management;
  • Ensure that the Heads of the Primary Health Care Centre Departments are properly collecting the data as requested by the Ministry of Health policy
  • Guarantee the maximum level of general operation within the Unit.

  1. Project implementation
  • Supervise the project implementation in coordination with the Health Coordinator and Cosv staff;
  • Organize weekly & monthly staff meeting to guarantee a proper coordination of the activities implementation;
  • Supervise in coordination with the Midwife the implementation of the activities under Delivery Care, MCH and Reproductive Health Promotion;
  • Supervise in coordination with the EPI in charge, the implementation of the vaccination activities;
  • Supervise the Promotion and Educational activities implemented by the Community Health Educator;
  • Timely report all the issues regarding the Primary Health Care Unit operation to the Health Coordinator;
  • Participate in trainings organized by COSV or Ministry of Health on laboratory practices issues and important policy guidelines;

  1. Reporting and data management
  • Weekly epidemiological report issued to Health coordinator by Monday every week;
  • Monthly report to the Health coordinator about the implemented activities and the results achieved;
  • Collect and manage the reports and the data coming from the Departments of Clinical, Maternity, Health Education, Pharmacy, EPI, Laboratory.

  1. Relations and Coordination
  • Participate in relevant health coordination meetings at County, State, & National levels;
  • Ensure proper coordination and information sharing with MoH-GoSS, SMoH, UN Agencies and with all the other stakeholders involved in the implementation of the planned activities;
  • Coordinate and cooperate with local authorities (CHD, SSRRC, & Commissioner) and other stakeholders in project locations.

  1. Administration & Safety
  • Support in Supervision of COSV local field staffs, when in field locations;
  • Proper coordination and supervision of COSV regional staffs for the proper implementation of project activities.
  • Conduct prompt, and clear financial reporting when handling donor funds;
  • Coordinate with local authorities on safety of personnel, and project assets.


  1. REQUIREMENTS
  2. A minimum of five (5) years of progressively responsible experience within health coordination or other related fields in the Region;
  3. Registered Medical Officer or registered Medical Clinical officer from recognized institutions;
  4. Strong demonstrable experience of undertaking a wide range of humanitarian health activities including: management and supervision of activities in support of the primary health system in remote locations, implementation of Projects funded by national and international Donors;
  5. Demonstrable experience in project proposal development;
  6. Familiarity with health related needs, such as drug procurement and pharmacy management;
  7. Capacity of technical survey management;
  8. Experience in the implementation of activities in remote locations;
  9. Strong experience of rigorously adhering to detailed procedures;
  10. Capacity in accountability and Petty Cash management;
  11. Capacity in team work leadership;
  12. Strong communications skills, with excellent verbal and written English;
  13. Reporting capacity;
  14. Excellent problem solving ability with proven analytical skills;
  15. Experience of establishing strong and constructive working relationships with colleagues from different functions, organizations and cultures;
  16. Experience of working and participating effectively as part of a team;
  17. Good knowledge of institutional donors and related compliance regulations (e.g. UNDP, ECHO, USAID);
  18. Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines;
  19. Experience of proactively identifying and addressing issues;
  20. Good, proven, negotiation skills;
  21. Confident and proficient user of MS Office, with advanced Excel skills;
  22. Flexible in the work times and available to work occasional evenings and weekends if requested by the needs;
  23. Able and willing to travel to remote and insecure locations for short periods of time and at short notice;
