The Capable Partners Program (CAP) is a USAID Leader with Associates Cooperative

Agreement intended to strengthen the organizational and technical capacities of NGOs, CBOs,
FBOs, ISOs, and NGO networks across technical sectors or across multiple sectors.
CAP on behalf of the USAID Development Grants Program (DGP) aims to reinforce new
partnerships with 60 grantees (US PVOs and local NGOs) in 26 countries that have had limited
or no prior funding from USAID. CAP will provide technical assistance (TA) to bolster their
capacity to meet the twin goals of successfully managing resources and effectively implementing
USAID-funded programs. CAP is recruiting for the following positions based in Nairobi, providing Technical Assistance to DGP Grantees in Kenya, Tanzania, Uganda, Rwanda and Ethiopia. All positions will require travel within the region.

1. ORGANIZATIONAL DEVELOPMENT TA PROVIDER - East Africa
Essential responsibilities:
The Organizational Development Technical Assistance Provider will oversee the provision of
institutional strengthening training support to DGP grantees in the East Africa Region. He/she
will take a lead in assisting organizations in carrying out organizational assessments using tools
such as the Institutional Development Framework and will work with them to access training and other appropriate technical assistance to implement institutional improvement plans.

Required skills and qualifications:
• Bachelors degree in International Development, NGO Management or related field
• Five (5) years of experience working in NGO management or institutional capacity training,
including organizational assessment and development planning, Board development, strategic
planning and implementation and human resources development and management.
• Experience in developing and implementing institutional strengthening training programs and
familiarity with institutional strengthening methodologies and tools.
• Previous consulting experience a plus.

2. FINANCIAL MANAGEMENT TA PROVIDER - East Africa
Essential responsibilities:
The Financial Management Technical Assistance Provider is responsible for providing
technical assistance on grant-related and organizational finance matters. He/she will
work with the grantees to ensure that they have in place adequate financial systems
to manage a US government (USG) grant in compliance with USG regulations.
Required skills and qualifications:
• Degree in one of the following or related fields: Accounting, Business Administration,
Economics, Finance, International Administration or International Business.
• At least five years grants financial management experience with USAID or USG funded
programs.
• In depth knowledge of USAID standard provisions and regulations.
• Five (5) years experience providing TA and training.
• Auditing experience preferred.

3. MONITORING & EVALUATION TA PROVIDER - East Africa
Essential responsibilities:
The Monitoring and Evaluation (M&E) TA Provider is responsible for providing
monitoring and evaluation technical assistance for DGP Grantees in the region. He/she
will provide technical support to develop their overall capacity for data collection and
analysis, use of evaluation tools and processes, and use of data for decision-making. In
addition, he/she will support grantees to collect data for relevant CAP DGP indicators.
The M&E TA Provider will also develop a strategy to disseminate findings, including
best practices and lessons learned, to all stakeholders in and beyond the program.

Required skills and qualifications:
• Bachelor’s degree in a relevant field.
• Demonstrated technical expertise in monitoring and Evaluation.
• Ability to convey results to non-technical stakeholders, generate interest in the use of M&E
results and help grantee staff apply results to make programmatic improvements.
• Strong analytical skills including analysis of both quantitative and qualitative data.
• Experience with evaluating and reporting on results for USAID funded projects.
• Experience in training and providing technical support in monitoring and evaluation
methodologies and tools.
