World Bank Uganda Operations Officer (Coordination and Communication)

Locally Recruited Appointment (3 Years, Co-terminous position)

Location: Kampala, Uganda

The World Bank together with 10 Development Partners is providing budget support to the Government of Uganda under a Joint Budget Support Framework.

In partnership with the Government of Uganda, the JBSF Development Partners are committed to providing budget support on an annual basis against a jointly-agreed Joint Performance Assessment Framework (JAF).

To support the administrative and technical work of the development partners that underpins the JBSF, a Technical and Administrative Support Unit (TASU) is being established, to be financed through a multi-donor trust fund with contributions from the participating development partners.

This unit will be staffed with international and national staff with a mix of general management and technical skills.

The unit will provide high quality technical/research analysis, which will lay the' basis for informed policy design, as well as providing administrative and logistical support to the JBSF Technical and Policy Dialogue Taskforce.

It will also coordinate and where appropriate, commission studies as part of the substantial analytical work needed to inform the assessment of performance under the JAF and establishment of policy frameworks for subsequent years.

An Operations Officer responsible for coordination and communications will be hired under the TASU. In addition, the TASU will comprise a Senior Program Coordinator who provides the day-to-day management of the TASU, 2 economists, 2 research analysts; among others.

Duties and Accountabilities:

Assist the Senior Program Coordinator with the day-to-day management and administration of TASU activities in support of the JBSF taskforce, including:
  • coordinate taskforce meetings and take meeting minutes and follow up on action points
  • coordinate communication among development partners and between development partners and Government, by drafting emails, letters and memos; and
  • arrange workshops, press conferences and other events.
Assist with the coordination of inputs and drafting of all JAF-related documents, inter alia the semi-annual pre-appraisal and annual appraisal reports assessing Government performance. Based on needs,
  • respond to ad hoc information requests from internal and external parties,
  • review and process operational documents, coordinating across disciplines and JAF components with other team members
Assist the Senior Program Coordinator with the execution and management of the JBSF Trust Fund, including budget management and reporting, procurement and quality control.

Implementation of the JBSF Communications Strategy, by drafting press releases and other communications materials, coordinating press briefings or other events with stakeholders.

Coordinate the development of a JBSF website and ensure that it is kept updated. Produce newsletters and electronic updates as needed.

Selection Criteria:
  • Post-graduate degree (Management, Administration, Communications, Journalism, or other relevant field).
  • Minimum 5 years of relevant work experience in program management, preferably with some experience in communications / media in Uganda.
  • Proven organisational and task management skills.
  • Strong knowledge of social, political and development issues in Uganda.
  • Familiarity with communications approaches, tools, and methodologies.
  • Solid knowledge and understanding of information management and library processes, procedures and best practices, including the relevant databases and technology.
  • Excellent oral and written communications capabilities; strong organizational, research/analytical and presentation skills.
  • Strong computer skills; incl., Internet, Word, Lotus Notes, PowerPoint, Excel, etc.
  • Basic knowledge of web editing. Personal and professional integrity, self motivation and proven ability to work under minimum supervision and as part of a team.
