Water Services Trust Fund (WSTF) Vacancies

WATER SERVICES TRUST FUND, KENYA
Financial Support for improved access to water and sanitation

Water Services Trust Fund (WSTF) is an established State Corporation in the water sector.The Fund wish to recruit highly competent, proactive and self driven professionals to fill the following positions.

1. Chief Accountant
Ref: WSTF/1/CA

Purpose of the position:

The Chief Accountant is to manage the accounting function of the fund and assist the Finance and Administration Manager in the day to day management and operations of the accounting unit.

He/she will be reporting to the Finance and Administration Manager and will be responsible for the following;
  • Support and deputize the Finance and Administration manager as and when required.
  • Liaising with project teams so as to provide a compressive accounting support service.
  • Manage the Fund's financial relationships with suppliers.
  • Prepare periodic and annual financial reports.
  • Prepare the financial projections and budgets as part of the Fund's business planning.
Key competences
  • Sound experience in preparation and presentation of management reports.
  • Knowledge of SAP accounting software will be an added advantage.
  • Previous experience of managing staff.
  • Ability to work under minimum supervision.
  • Knowledge of project management, government and donor operations.
Qualifications
  • Bachelor's degree in accounting or finance from a recognized university.
  • Certified Public Accountant with current membership of ICPAK or equivalent professional accounting bodies,
  • Six (6) years good practical experience.
2. Resource Mobilization Officer

Ref: WSTF/2/RMO


Purpose of the position:

The Resource Mobilization Officer will manage the resource mobilization unit of the Fund.

He/She will be reporting to the Chief Executive Officer and will be responsible for the following:
  • Develop and implement strategies for sourcing funds, from bilateral, multilateral, private companies and individuals,
  • Assist the Chief Executive Officer in marketing and fundraising through development of relevant proposals.
  • Negotiating and managing funding agreements with financiers.
  • Regularly reporting and documenting WSTF activities to financiers.
  • Conduct basic research on stakeholders' opinions and practices.
  • Work closely with the Public Relations Officer in implementing the organization's communication strategies.
Key Competencies
  • Able to project a positive and reliable image of the Fund,
  • Must be numerate, articulate and analytical,
  • Excellent communication skills (Verbal and Written),
  • Experience with interacting with different donors is an added advantage,
  • Knowledge of water sector reforms or practical experience in water sector is an added advantage.
  • Knowledge in designing & restructuring of Public-Private Partnerships.
Qualifications
  • Must have a Bachelor's degree.
  • Post graduate degree in a relevant field will be an added advantage.
  • Background in negotiating agreements.
  • At least six (6) years experience in social science, development, environment, marketing or other relevant activities.
  • Candidates must be aged between thirty five (35) and forty five years (45).
3. Quality Assurance Officer (Monitoring and Evaluation)

Purpose of the position:

The Quality Assurance Officer is to manage the monitoring and evaluation (M&E) of the Fund's activities and the impact of its investments.

He/ She will be reporting to the Chief Executive Officer and will be responsible for the following:
  • Develop and implement monitoring and evaluation tools,
  • Co-ordinate the setting of minimum standards for WSTF funded projects with regard to sociological, environmental and engineering issues and with regard to implementation processes,
  • Regularly review and appraise of WSTF procedures and systems for project management,
  • Excellent report writing and analytical skills,
  • Develop quality assurance systems for M&E of projects.
Key Competencies
  • Be an individual who is self driven, and demonstrates a desire to achieve continual improvement.
  • Knowledge and or awareness of sociological, environmental, engineering, project management and planning issues.
Job Specification/Requirements
  • Must have a University degree.
  • At least eight (8) years of relevant experience probably in a development or engineering environment.
  • Experience in applying ISO standards will be an advantage.
  • Ability and willingness to travel widely and work in remote areas is a must.
  • Candidates must be aged between thirty five (30) and forty five years (45).
4. Sanitation Officer

Ref: WSTF/4/SO – 2 Posts


Purpose of the position: The sanitation Officer is to facilitate establishment of sustainable onsite and off - site sanitation in low income areas.

He/she will be reporting to the Team Leader- Urban and will be responsible for the following;
  • Facilitating the .establishment of sustainable onsite household-level sanitation as well as public sanitation (off-site and on-site) and decentralized waste water treatment systems (DTS);
  • Assessing the proposals prepared by the Water Services, Providers (WSPs) for funding of water and sanitation projects and advising WSTF Management on their acceptability for funding;
  • Providing conceptual, socio-economic and technical assistance to the WSPs, Water Service Boards (WSBs) and field monitors (FMs) during the design and implementation of projects.
  • Monitoring WSPs and FMs during the implementation of WSTF supported water and sanitation projects, to ensure quality, time and cost standards are met;
  • Prepare progress reports on all WSTF supported activities and participate in studies related to water supply and sanitation for the low income urban and rural population.
Key Competencies
  • Sound experience in preparation of technical and project reports.
  • Fully conversant with health and hygiene issues in relation to sanitation.
  • Good appreciation of social dynamics.
Qualifications
  • Bachelor's degree in engineering, with a focus on sanitation technologies, Public Health or related from a recognized university.
  • Six (6) years good practical experience with significant element of this relating to sanitation solutions and biochemistry.
  • Candidates must be aged between thirty five (35) and forty five years (45).
5. Community Development Officer

Ref: WSTF/5/CDO


Purpose of the position:

The Community Development Officer is to manage issues relating to community water and sanitation facilities and oversee the integration and implementation of social components in rural and urban programs.

He/she will be reporting to the Team leader- Rural and will be responsible for the following;
  • Assisting in the development of community based water and sanitation concepts,
  • Supervising, supporting, coordinating and monitoring the social consultants' activities,
  • Assessing and appraising of project proposals on their suitability for funding by WSTF,
  • Working with communities and other stake holders to develop suitable planning, monitoring and maintenance processes,
  • Monitoring and evaluating field activities, including collection of regular, consistent, quantitative and qualitative data on project activities and progress against indicators,
  • Formulating simple and sustainable implementation plans and procedures at the community level in collaboration with social consultants,
  • Preparing and participating in socio-economic studies related to water and sanitation;
Key Competencies
  • Must demonstrate expertise in water, sanitation and hygiene promotion in project implementation;
  • Understanding of participatory methodologies for project design, implementation and evaluation, particularly relating to water supply, sanitation and hygiene.
  • Ability to resolve issues pragmatically and effectively.
  • Proven ability to work co-operatively with others in a team environment and lead a diverse group of social consultants;
  • Be committed to community capacity building and the ability to engage other stakeholders in project design and implementation.
Qualifications
  • Must have a B.Sc. degree in Social Sciences (Sociology, Environmental Studies or Community Development or Public Health).
  • Postgraduate diploma in community development is an added advantage;
  • At least Seven (7) years of proven experience in working with community managed water and sanitation schemes;
  • Ability to work in remote rural areas and the willingness to spend significant amounts of time away from main urban settings.
  • Candidates must be aged above thirty years (30).

  • And all the positions will be on a three(3) year contract
