Gender Specialist
Local Appointment (Two Years Coterminous Position)
Location: Juba, Sudan
In January 2005 the Sudan Comprehensive Peace Agreement was signed bringing to an end years of war in Sudan. This Agreement saw the formation of the Government of National Unity and the Government of Southern Sudan. In October 2005 the Government of South Sudan was constituted and Ministries formed, including the Ministry of Gender, Social Welfare and Religious Affairs. The Ministry of Gender’s responsibilities include ensuring that gender perspectives are addressed in all government processes, post conflict reconstruction, resource planning, human resource development processes, as well as developing programs and strategies for addressing gender inequalities in Southern Sudan. The Government of Sudan through the Joint Assessment Mission and subsequent Oslo donor’s conference committed to continued involvement of women in the post reconstruction of Sudan.
The World Bank’s MultiDonor Trust Fund (MDTF) is looking to hire a Gender Specialist for South Sudan to join the MDTF Technical Secretariat in Juba. The successful candidate will ensure appropriate integration of gender equality objectives and results into all programming activities for South Sudan MDTF within the general framework of the World Bank Gender Action Plan, the 1995 Beijing Declaration and Platform for Action, and the UN Security Council Resolution 1325. Responsibilities will include advice on relevant polices and related strategies, collaboration in the preparation and supervision of projects, with a particular emphasis on Monitoring and Evaluation systems, coordination with donors, NGOs and the Ministry Of Gender and other sector ministries.
The Gender Specialist will be based in Juba and report to the World Bank Country Manager and the Sector Manager she/he will be working with. It is expected that he/she will develop close working relationships with other members of the Technical Secretariat across all projects/sectors teams, relevant government counterparts, NGOs and MDTF donors, and draw on relevant professional skills from colleagues in the discipline.
Specific duties and accountabilities will include:
1. Analysis & Advice
- Develop gender-equality requirements for MDTF projects in light of existing World Bank Gender policies, the 1995 Beijing Declaration and Platform for Action, and the UN Security Council resolution 1325.
 - Consult with key government agencies and sector ministries whose portfolios are relevant for women’s economic and social empowerment (e.g., Finance, Agriculture, Education, Private Sector Development) and with the donor and civil society partners to coordinate efforts and achieve results on the gender dimensions of MDTF programs
 - Prepare sector specific guidelines for the inclusion of women’s economic and social empowerment needs in the project proposals for the MDTF financing
 - Advise new MDTF partners on how to meet the above identified Gender Equality requirements.
 - Analyze the environment for Gender Equality and identify new opportunities for support through MDTF projects.
 - Provide inputs to key analytical studies in the area of development policy as carried out within the World Bank/MDTF portfolio and lead analytical studies on relevant social issues as appropriate and in accordance with World Bank/MDTF focus areas.
 - Participate in Gender Equality discussions and contribute to the exchange of ideas, best practices, and lessons learned from MDTF projects and/or other programs.
 - Build and nurture partnerships with various stakeholders for delivery of the women’s rights in Southern Sudan
 
2. Project Preparation & Implementation
Support MDTF partners and project teams through:
- Identifying opportunities and methodologies for integrating gender issues into the MDTF, with a particular focus on activities that support women’s economic and social empowerment.
 - Supporting partners to design and develop gender responsive projects including identification of gender-relevant goals, outcomes, outputs, indicators and activities that are measurable over the project cycle.
 - Guiding partners to develop gender-sensitive performance measurement and evaluation frameworks.
 - Identifying strategies for partners to create awareness of the gender dimensions of development at the community level – this may involve research, data collection, program interventions, operations and capacity building.
 - Increasing advocacy and awareness of the role that women and men can play in decision-making surrounding the design and development of projects, and expanding partner understanding of how the MDTF projects can enhance the social and economic empowerment of women and men.
 - Participating in project preparation, implementation and supervision of projects where appropriate.
 - Integrating gender issues in post conflict reconstruction especially in ensuring women’s rights in decision making, equity, livelihood, health and education opportunities, and capacity development for government
 
3. Qualifications and experiences:
Master degree in social sciences: International Relations, Political Science, International development studies, gender/women's studies, law, economics or sociology, specifically:
- Good knowledge and experience of the region is essential.
 - Proven track record in task managing activities and operations in conflict and post conflict situations, preferably in Africa.
 - At least 7 years work experience in Gender and Development and program management.
 - Demonstrated capacity and potential to analyze and operationalize issues related to gender equality and women’s economic empowerment across a wide range of sectors, and to support capacity-building activities.
 - Ability to prepare comprehensive proposals, work plans and budgets and to monitor and ensure work plans are implemented in a timely, effective and cost-conscious way.
 - Strong communication skills.
 - Ability to lead and work with multi-disciplinary teams.
 - Fluency in English required a working knowledge of spoken Arabic or a local language desirable.
