Recruitment of a Field Accountant for Expenditure Verification Grants Awarded Under Calls For Proposals

BACKGROUND

The Regional Programme for the Sustainable Management of the Coastal Zones of the Countries of the Indian Ocean (ReCoMaP), a five-year programme funded by the European Commission and managed by the Indian Ocean Commission, intends to recruit a Field Accountant (FA) as a temporary staff for Kenya (coastal area).

He/She will be working closely under the supervision of the Administrative and Financial Officer at the RCU based in Mauritius and in close co-operation with the ICZM Officer in the country, mainly to support programme stakeholders in the implementation of ICZM activities funded through a Calls for Proposals (CFP) Scheme.

The work contract will be on a temporary basis and the days of performance will be determined by the number of grants awarded and the scope of the verifications needed.

TASKS:
The FA shall perform the following controls and verification for each contract:
  • Initial survey and control of the compliance of the beneficiary with the contractual obligations as regards financial and administrative matters, in coincidence or immediately after the signature of the grant contract.
  • In particular, he/she will verify at this stage that the beneficiaries have in place proper accounting and bookkeeping procedures and those procedures are correctly followed
  • quarterly verification of expenditure, starting from the date of the signature of the contract
  • final verification, immediately after the end of the implementation period as defined in the grant contract
REQUIRED QUALIFICATIONS
The FA must have at least three years of experience of expenditure verification and good knowledge of the fundamentals as per ACCA — level 2 (or other similar internationally recognized accounting/auditing body) requirements. Experience of working with grassroots community groups and able to communicate with them is desirable.The candidate must be willing to travel to remote parts of project sites.

Relevant university degree or professional qualification acquired working in private companies, public sector or local as well as international NGO's in the area of accountancy, auditing, and internal/financial control.

The following element will also be taken into consideration:
  • Additional years of experience in expenditure verification and/or audit
  • Experience in auditing/verification of ED or other International Donor Programmes
  • Membership of a recognized national accounting or auditing body or

STARTING DATE

DURATION OF EMPLOYMENT
The recruitment will be in principle for the duration of the Call for Proposals Scheme (scheduled to run until 2011).

REMUNERATION PACKAGE
Commensurate with qualifications and experience. Travel and subsistence allowances will be provided for missions away from the programme base in the country
