Columbia University is working in partnership with the Ministries of Health of Tanzania and Zanzibar to establish HIV/AIDS Care and Treatment services, HIV Counselling and Testing and Prevention of Mother-to-Child Transmission (PMTCT) and pMTCT Plus at several referral, regional and district-level hospitals and selected health centres and dispensaries in Kagera, Kigoma, Pwani and Zanzibar.  This program is part of a broader US Government initiative against HIV in Tanzania and received funding from Centres for Disease Control Tanzania (CDC).     

Position: Director Implementation 

Reports to: Deputy Country Director 

Location: Dar es Salaam, Tanzania with 40% travel 
 

Overall responsibilities 

Provide leadership for the ICAP programs in the regions to carry out the ICAP strategies for supporting quality HIV/AIDS prevention, care and treatment program.  Key responsibilities will be providing day to day management and support to the Regional Offices in Kagera, Kigoma, Pwani and Zanzibar to ensure proper planning, management, implementation and monitoring of all program activities in the field technical, administrative and financial.  Additionally, the position will be responsible for working with Regional Teams to provide leadership for quality assurance approaches for HIV care and treatment with the Regional and District Health Management teams; and identify key areas of support to ensure a strong district network and improved health systems, as well as identify and oversee infrastructure improvement activities.  The position will seek out and initiate new partnerships and collaborations to improve patient care and linkages. Post will work very closely with the technical advisor team, to link innovations, training and quality assurance to the implementation at the site and regional level.   
 

Specific Duties 

  • Represent the ICAP team with senior government officials at the National, Regional and District levels. 
  • Ensure solid relationships with Regional and District authorities and work with regional offices to provide technical assistance and financial support for Regional and District oversight, supervision and monitoring of program activities.
  • Develop and maintain systems for site and district level support, developing and implementing strategies to increasingly devolve responsibilities to local government authorities over time.
  • Develop and monitor quarterly and annual work plans and monthly progress with Regional ICAP offices for regional activities; liaise closely with the Director of Programs and M&E to ensure links with technical assistance plans for technical and M&E support.
  • Participate in development of PEPFAR country operational plans, develop applications for other funding, develop presentations, data summaries and reports for donors, governments and partners as needed.
  • Take leadership for organizing bi-annual stakeholder meetings in each region, and other regular information/data sharing and monitoring meetings.
  • With Regional teams, provide leadership for the technical aspects of grants development and management.
  • Identify training needs; develop a system for accountability around programmatic and financial elements to improve district and partner ability to manage the funds adequately.
  • Work with regional teams to provide strategic guidance to grantees in the regions to ensure programs are achieving results. 
  • Ensure development of new grants proposals and amendments.
 
 

Minimum Qualifications: 

  • Medical Doctor, MPH or other pertinent advanced degree (MPA, etc.) required
  • 10+ years of proven experience managing donor funded health and/or HIV programs
  • Ability to work across and between teams with maturity and professionalism
  • Experience working in collaboration with local government partners
  • Ability to work independently with proven problem solving skills
  • Excellent and proven oral and written communications, interpersonal and management  skills
  • Experience with interpretation, analysis and use of population and routine data sets
