Director of Planning and Development at National University of Rwanda (NUR)

The National University of Rwanda (NUR) is seeking qualified applicants to apply for the post of Director of Planning and Development.

Qualifications
  • A Masters Degree in management, economics or related fields.
  • Planning experience in institutions of higher learning or public and private organisations.
  • Has an effective liaison skill with Government, the private sector, other institutions and the international community.
  • Commands a high degree of co-ordination skills.
  • Espouses highest elements of integrity and open-mind.
Main purposes of the job
To provide technical expert advise in the conceptualization, design, resource mobilisation, budgeting in liaison with NUR Directorate of Finance, implementation, evaluation and timely feedback on University plans, programmes and
projects and drawing up guidelines for use by planning officers or coordinators at Centre/Faculty/Institute or departmental level.
Duties and responsibilities
  • Provides technical advice on all planning and development undertakings at NUR,
  • Setting and constantly reviewing expansion targets including physical infrastructure in liaison with the Estates Department,
  • Managing and effectively using the University data bank,
  • Co-ordinating and controlling the planning as well as effective and efficient utilisation of all human and non-human resources, Reviewing the Corporate Strategic Plan regularly and advising management on desirable changes,
  • Setting criteria and standards for establishing and effectively marketing the plans internally and externally,
  • Suggesting effective strategies for mobilising resources for implementing the plans,
  • Preparation of annual budgets in liaison with the NUR Directorate of Finance,
  • To service the Planning and Finance Committee of the University as a Secretary,
  • Supervising subordinate staff work performance,
  • Performing all other duties as may from time to time be assigned to him or her by the Rector, the Senate or the NUR Board.
Salary: Attractive salary will be offered for suitable candidates.
