Smallholder Dairy Commercialization Programme (SDCP)
Request for Expression of Interest on Consultancy Services for Impact Assessment Survey.
The government of Kenya (GOK) and the International Fund for Agricultural Development (IFAD) signed a loan agreement on 25th January 2006 for the implementation of Smallholder Dairy Commercialization Programme (SDCP) under the Ministry of Livestock Development, for a period of six years.
The Programme goal is “To increase the income of poor rural households that depend substantially on production and trade of dairy products for their livelihood” and this
is being contributed by the following programme purposes:
1. Improving the financial returns of market-oriented production and trade activities by small operators, through improved information on market opportunities, increased productivity, cost reduction, value adding, and more reliable trade relations;
2. Enabling more rural households to create employment through and benefit from
expanded opportunities for market-oriented dairy activities, in particular as a result of strengthened and expanded farmer organization.
The programme is supported through several components i.e. Organization and Enterprise Skills, Technical support to smallholder dairy producers, development of the milk marketing chain, support to policy & institutions and Programme Coordination and Management.
The programme is implemented in 9 disricts namely Nakuru, Trans Nzoia, Uasin Gishu, Nandi North, Bomet, Nyamira, Kisii, Lugari and Bungoma.
The Programme intends to apply part of the loan proceeds in carrying out the following consultancy: CONS/SDCP/IFAD/02/2009-2010: IMPACT ASSESSMENT SURVEY
(PERIOD UNDER REVIEW: JULY 2006 TO JANUARY 2010)
Objectives of the impact assessment survey:
The survey will be conducted to provide information about verifiable indicators to assess impact of the programme intervention s in line with the programme’s goals, objectives and activities as contained in the Programme’s logical frame work.
The consultancy is expected to last approximately 30 days.

- Carry out literature review
- Develop survey questionnaire
- Develop the methodology of the survey
- Supervise data collection
- Process and analyze collected data
- Present analyzed data in workshop
- Prepare and submit final report
Interested consultants shall provide information stating the name and legal status of firm, relevant qualifications of staff, and details of past experience especially in similar assignment(s).
