Job Purpose
Under the direct supervision of the Director, Department of Social Affairs, the Project Manager oversees the implementation of the Preparatory Assistance Project for the implementation of the AU Plan of Action on Drug Control and Crime Prevention (2007-2012) (hereunder referred to as the AUPA.)
Major duties and responsibilities
Policy/strategy: He/She will
- Provide policy and technical advice to the AUC, RECs and AU Member States for the timely and efficient implementation of the “AU Plan of Action on Drug Control and Crime Prevention (2007-12)” and its mainstreaming into continental, regional and national development plans and National Poverty Reduction Strategy Papers;
- Support the overall implementation of the AUPA at the continental, regional, and country level, and assess to what degree it succeeds in the reducing drugs and crime in Africa;
Regional/ National level assistance: He/She will
- Convene regional workshops and training sessions with national focal points for capacity building and review on the implementation of the respective priority areas of the AUPA, in accordance with the roster for social sector meetings at RECs.
Advocacy and fund-raising: He/She will
- Strongly advocate for the mobilization of increased resources and technical assistance by the international donor community for the AUPA’s implementation, raising awareness and commitment for ensuring the effective incorporation of responses to crime and drug issues in bilateral and multilateral development assistance policies;
- Promote the harmonization and alignment of donor assistance to national strategies and priorities in the rule of law sector.
Management: He/she will
- Supervise staff under this project at the AUC and provide guidance and supervision to the project officers at the REC Secretariats on the basis of their costed work plans.
Expected Deliverables
The Programme Manager shall deliver the following:

- Submit analytical reports to the AUC policy organs on AUPA’s progress, develop briefs on major policy events, milestones and strategic actions requiring proactive policy and advocacy attention, including reporting on best practices and lessons learned;
- Update website on drug and crime trends on the Continent, including reporting on the implementation of the AUPA;
- Secure funding from development partners for the project over a further 3 year period.
Educational Qualifications
- At least a Masters degree in Social Sciences or Related Fields.
Work Experience
- At least 15 years of relevant working experience, especially in the fields of drug control and crime prevention, of which 7 years were in international organizations; extensive working experience in Africa and working knowledge of the AUC.
Language requirement
- Proficiency in one of the African Union working languages is a requirement.
- Knowledge of one or more of the other AU working languages would be an added advantage.
Age Requirement
- Must be preferably between the age of 35 and 50 years.
Tenure of Appointment
- The appointment shall be for 11 months.
