The East African Community through the Lake Victoria Basin Commission has received Financing in the amount of US$7.0 million equivalent from the World Bank through the Global Environmental Facility (GEF) towards the cost of the second phase of the Lake Victoria Environmental Management Project (LVEMP II), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.
This project will be jointly financed by the Swedish International Development Agency (Sida) in the amount of SEK80 million equivalents.
The second phase of LVEMP will be implemented within the entire Lake Victoria Basin (LVB).
The project aims at enhancing environmentally friendly economic growth in the Basin through knowledge generation for development, socioeconomic development, promotion of effective natural resources management framework, and enhancing public participation and communication.
The LVEMP-II is to contribute towards the achievement of the regional Lake Victoria Development Vision of having “a posperous population living in a healthy and sustainable managed environment providing equitable opportunities and benefits to the riparian communities”.

The project comprises four main components:
- Component 1: Strengthening institutional capacity for managing shared water and fisheries resources: This component focuses on strengthening the existing institutions to improve the cooperative management of shared transboundary natural resources of the LVB.
- Component 2: Point source pollution control and prevention: The main objective of this component is to reduce environmental stresses within the Lake and littoral zone, through the implementation of mitigation and prevention measures.
- Component 3: Watershed management: This component seeks to reduce environmental stresses from the Lake basin, through the implementation of nonpoint sources pollution mitigation and prevention measures.
- Component 4: Project coordination and management: This component provides resources necessary for the effective coordination and communication, and monitoring and evaluation of the project activities.
The following procurements will be carried out under this project:
1. Goods:
i. Procurement of Equipment for the Research Vessel -RV Jumuiya (appropriate research equipment on water and fisheries e.g. GPS, Hydrolab, fish nets & Weather Station);
ii. Procurement of equipment for the Lake Victoria Dynamic Information Framework (LVDIF) and GIS infrastructure and software linking to the webbased Management Information System (MIS);
iii. Procurement of Oil Spill prevention equipments and hazardous wastes reception facilities for the main ports in Lake Victoria, including training;
iv. Procurement and installation of aid to navigation equipments and facilities (light houses, light buoys etc.) including training;
v. Procurement and installation of hydrographic survey equipments on RV
JUMUIYA including training; and
vi. Procurement of office equipments and goods for the LVBC’s Resource Centre and the LVEMP II Regional Project Coordination Team;
2. Consultancy services:

2. Consultancy services:
- Consultancy Services to review and harmonize regional policies, laws and regulations governing utilization of water resources;
- Consultancy Services to review and harmonize regional policies, laws and regulations governing utilization of fisheries resources;
- Consultancy Services for the LVB Water Resources Management Plan (WRMP);
- Consultancy services for the development of the basin-wide sustainable Land Management Strategy (SLM);
- Consultancy services to develop options for establishing the LV Environmental Trust Fund (LVETF) and identify sources of funding;
- Consultancy services for developing a Water Resources Information System (WRIS);
- Consultancy services for expanding the Atmospheric deposition monitoring (ADM) network in the LVB;
- Consultancy services for establishing the GIS based database for land use, hydrology and biodiversity and the lake Victoria dynamic information Framework (LVDIF) at LVBC;
- Consultancy services to survey and map main and local navigational routes of Lake Victoria;
- Consultancy services for the development of an information sharing protocols among and within countries and agencies;
- Consultancy services to develop an internal communication system linked to M&E system including LVBC Website & feedback system; and
- Consultancy services for developing and operationalizing the Decision Support System for water resources (DSS) in the LVB.
Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in May 2004, and revised in October 2006.
Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket, local newspapers and the LVBC website http://www.lvbcom.org
