International Centre for AIDS Care and Treatment Programs (ICAP) - Kenya of Columbia University is working in partnership with the Ministry of Public Health and Sanitation and the Ministry of Medical Services to strengthen HIV Care and Treatment services at provincial and district health facilities.
This program is part of a US Government initiative against HIV in Kenya that receives funding from PEPFAR through the Centers for Disease Control and Prevention (CDC).
In keeping with the PEPFAR transition strategy, ICAP intends to build the capacity of indigenous partners to manage their HIV program and receive funding directly from CDC in the future.

Primary Function:
The Capacity Building Advisor will work in collaboration with the Senior Management Team to design, implement and evaluate capacity building of ICAP’s indigenous partners – in particular government and other indigenous NGO or CBO partners - to strengthen their program management and financial and administrative management capacities.
This is with the aim of increasing the capacity of the partners to more effectively carry our current program interventions and in the long run, position the organizations to operate as sustainable organizations.

- In consultation with Senior management Team, conduct thorough organizational assessments of partner organizations to determine their organizational development needs;
- Based on the needs assessment, provide guidance in the development and implementation of capacity building work plan to increase partner organizational effectiveness
- In coordination with the Senior Management Team, conduct formal and hands-on trainings and skills building exercises for partner organizations and their staff
- Develop and implement appropriate tools, models and methodologies for use by ICAP and partners to build capacity of partner organization
- Develop methodologies to improve knowledge sharing and learning between ICAP and its partners and amongst partners
- Promote the alignment ICAP’s strategy of partner capacity-building with activities of different programming areas
- Develop and apply benchmarks for systematically monitoring and evaluating partner capacity development activities
- Review and evaluate the appropriateness of the intervention strategies against established benchmarks
Qualifications and abilities
- Masters Degree in Public Health, Development or Management.
- Thorough knowledge of Kenyan health system and HIV programs
- Thorough knowledge of best practices in capacity strengthening with prior experience in integrating this with HIV programming
- Minimum of five years relevant experience, preferably with an international organization
