Principal Function
The Assistant Information Technology Officer’s role is to assist with and perform a wide variety of support functions for the NBI’s computer systems, software, computers, databases, peripherals and web page design.
This will include installing, configuring, diagnosing, repairing, maintaining, and upgrading all hardware and related software as well as development of NBI’s website. Provide first-level assistance for defined problems.
Assist Information Technology Officer with the maintenance of company’s network, servers, printers, print servers and visual audio systems.

Principal Function
The Assistant Information Technology Officer’s role is to assist with and perform a wide variety of support functions for the NBI’s computer systems, software, computers, databases, peripherals and web page design.

Main tasks and responsibilities
i. The Assistant IT Officer will specifically perform the following functions with regard to Internet Publishing/Web Page Design:
- Providing technical support and active participation in furthering the development of the projects' website, NBI Information Portal and the Nile-IS.
- Working closely with the NBI IT/KM team maintain the NBI web-site, ensure consistency of project websites and carry out periodic reviews to improve navigation, feel and look of the website, and ensure proper updates of the website in the official languages of NBI.
- Assist to publish and design electronic publications for NBI as well as maintaining the NBI portal and the Nile-IS in close collaboration with the NBI IT/KM team
- Maintain links and collaboration with IT/communications staff of SVP projects and SAPs to assure coordinated development of electronic communication infrastructure, consistent webpage design and adhering to webpage layout standards.
- With the support of the Knowledge Management Specialist and communication Specialists assist in the development of materials to be posted on the web to ensure maximum outreach and accessibility.
- Support the identification / development of other appropriate software programs for all NBI activities as and when these become necessary
ii. The Assistant IT Officer will specifically perform the following functions with regard IT related tasks
- Diagnose and resolve component level end user software and hardware problems and provide primary technical support to Nile-SEC staff in the best practice use of new and existing systems.
- Install and upgrade operating systems/programs as required and resolving problems related to conflicts between hardware and software components.
- Carry out preventive maintenance on computer equipment, network cabling infrastructure and resolve network related problems.
- Ensure the security of information on the network by assigning appropriate permissions, keeping anti-virus products up-to-date, making and testing routine backups and other necessary measures.
- Monitor the network (Data & voice), troubleshoot and repair server problems and other similar tasks like VPN connections.
- Maintain up-to-date documentation on the servers and the network infrastructure and ensure all tasks undertaken and solutions implemented are logged.
- Assist the IT Officer in drafting technical specifications of the hardware and software needed for projects as well as perform technical evaluations.
- Keep staff informed of changes and potential problems on the network.
- Participate in the development of IT guidelines and procedures that govern the utilization of IT resources within the Nile-SEC.
- Contribute to design, development, maintenance, updating and upgrading of the web-sites, in collaboration with the other information management specialists within NBI.
- Prepare monthly progress reports on IT activities.
- Carry out other tasks as requested by the IT Officer.
Reporting
The Assistant IT Officer will provide monthly progress reports outlining the work accomplished in the preceding month, an outline of the work expected to be completed during the next progress reporting period.
If appropriate, the Assistant IT Officer will give comments or recommendations relating to any unforeseen conditions which may affect the progress or the quality of the work.
Qualifications, Experience and Language
The IT Assistant will have the following qualifications and experiences:

Qualifications, Experience and Language
The IT Assistant will have the following qualifications and experiences:
- B.Sc. degree or higher, in Computer Science, Information Technology or other technically related fields.
- At least three (3) years of working experience in a related position with reputable organisations, including technical expertise in Information Technology including systems administration and web design.
- Outstanding English language skills (spoken and written).
- Experience working with or in international and donor organizations is an advantage.
- knowledge and experience in web mapping and web mapping tools
- Experience in managing or developing databases (particularly using MS SQL, MSQL & MS Access) is essential;
- Experience with HTML/ DHTML, PHP/ Perl Programming and Java/ JavaScript/JBDC or VBscript/ASP.net.
- Demonstrated understanding of content management Paradigms & Content management systems
- Understanding of AJAX systems, other web 2.0 standards, and client/server hardware and software; input/output technology, digitizing equipment,
- Demonstrated use of internet services and related technologies;
- Excellent written and spoken communications, fluency in the English language and ability to transmit ideas and information in a clear, accurate and effective manner. Knowledge of French is an advantage
- Excellent and advanced knowledge of computer architecture and networks.
- Comprehensive knowledge of Microsoft products, including the Microsoft Office 2002/2003/2007 suite, Windows 2000/XP/Vista, Windows Server 2000/2003/2008 operating systems
- A professional knowledge in performing advanced hardware maintenance.
- Ability to handle the acquisition, installation, maintenance, and management of LAN, server equipment, operating systems, and computer applications software.
- Programming skills using PHP, JavaScript, ASP .NET, XML or other web development tools.
- Demonstrated writing, analytical, presentation and reporting skills.
- Excellent inter-personal and general communication skills.
- Ability to work with minimum supervision in a multi-cultural environment
