The Carter Center is guided by a fundamental commitment to human rights and the alleviation of human suffering; it seeks to prevent and resolve conflicts, enhance freedom and democracy, and improve health. 

The Center is considering ongoing activities in Sudan, focused on monitoring the voter registration and referenda for self-determination in Southern Sudan and Abyei, and is currently recruiting highly-qualified individuals for a Deputy Director position to join the Center’s core team. The Deputy Director will help implement an international observation mission of the referenda currently anticipated in January 2011, including long-term observation activities beginning in late summer 2010 and an increased deployment of medium-term observers over the voter registration period in the fall. This independent contract position is initially assigned for seven months, with possibility of further extension. 

Applicants should have a minimum of five years of experience implementing election monitoring missions, democracy and governance programs, or conflict-prevention efforts, ideally in countries transitioning from war to sustainable peace. Arabic language capacity and/or prior work experience in Sudan is highly desirable. The position requires relocation to Sudan in August 2010, and will involve frequent travel within the country. Salary is commensurate with experience.

Candidates should possess strong personnel and program management skills, cross-cultural understanding, be highly organized, and able to work under pressure and tight deadlines as needed. Strong writing and communication skills and competence with computer applications required. A positive attitude and ability to work effectively in leading a diverse team are essential. 


Primary responsibilities will include:

-- Under the direction of the field office director, represent The Carter Center in Sudan. 

-- Work closely with the field office director and other senior staff to design and manage the Center’s planned observation activities of voter registration and the referenda on South Sudan and Abyei, including observation methodology, deployment plans and mission logistics. 

-- Working closely with the field office director, supervise local staff and expatriate consultants; manage daily operations of the field office and local staff, including recruitment, hiring, management and capacity building of local staff members; equipment rental and acquisition; and coordination of meetings with senior government officials, donors and other interested parties. 

-- Contribute substantively to the technical analysis of the referendum process based on observer and core staff reports. Draft and edit Carter Center press releases and public statements, and project reports as necessary in consultation with Atlanta staff. 

-- Working closely with LTO Coordinator and national staff, manage coordination of logistics and travel permits for staff travel and observer deployment within Sudan, and necessary project meetings, scheduling, etc. 

-- Oversee advance work for deployment sites and contacts with local political party, election officials, and others in each observation area.

-- Under the direction of the field office director, allocate field office project funds in accordance with budget limitations and donor contract regulations. Supervise field office financial reporting to ensure appropriate management and monitoring of field office operational funds.

-- Other program design and implementation duties, as needed.
