Job Description

Job Title: Manager/Procurement
Reporting to: Postmaster General
Location: Headquarters
Grade: MG4
Department: Supply Chain Management
Basic Salary: Kshs. 71.000/- x 1,670 - 75.010/- x 1,730 - 86.390/- x 2,100 - 92,690/-

Duties & Responsibilities
  • Manage and co-ordinate the procurement function.
  • Ensure timely, efficient and effective procurement of goods, services and works.
  • Ensure the Corporation gets value for money at all times through competitive bidding and transport procurement processes.
  • Maintain a sound procurement policy that ensures acquisition of goods, services and works is done while strictly adhering to the Public Procurement Regulations.
  • Provide technical and secretarial services to the Corporation Tender Committee and ensure prompt implementation of its decisions.
  • Negotiate for capital expenditure and service contracts of high value and managing new and existing contracts.
  • Establish, in co-ordination with every department and end-users, quality specifications of goods consumed by the Corporation.
  • Carry out designated checks on quality and security aspects of procurement.
  • Review the supply chain and remove processes that do not add value to the Corporation.
  • Spearhead the annual supplier pre-qualification exercise.
  • Receive all tender applications, ensure they are in safe custody, compile and prepare Corporation Tender Committee papers
  • Provide leadership in the section.
  • Plan, monitor and evaluate the performance of staff against set targets and objectives and implementing development action plans aimed at building the capacity of individuals and multi-disciplinary teams
  • Control expenses to meet budget guidelines.
  • A member of the executive management of the Corporation, participating in making decisions on all matters relevant to the running of the Corporation.
  • Perform any other duty as may be assigned from time to time by Management.
Qualifications and Experience
  • Bachelor of Commerce or BA (Economics Option) or its equivalent
  • Postgraduate Diploma in Purchasing and Supply Chain or CIPS.
  • Minimum of ten (10) years working experience in management level.
  • Demonstrate knowledge of the Public Procurement and Disposal Act.
  • Good Communication skills as well as Interpersonal skills
  • Good public relations skills.
  • Be procurement professional as defined in section 26(8) of the Public Procurement Act.
  • Be computer literate.
