PLANNING, MONITORING AND EVALUATION SPECIALIST - UN RESIDENT COORDINATOR'S OFFICE - UNDP DAR ES SALAAM

Tanzania is one of eight countries to pilot the Delivering as One UN reform initiative that aims to become a more effective partner to the Government in achieving its development goal. The purpose of this position is to assist the UN Country Team to support development and implementation of results based plans in line with the UN Development Assistance Plan which contribute to the realization of MKUKUTA/MKUZA goals and the MDGs.
KEY DUTIES AND RESPONSIBIJITIES INCLUDE:
» Provide support to the: development of the UNDAP; implementation of the "One UN" programme M&E Framework and tools, and the completion of evaluations.
» Provide support and assistance to irmpove joint programme planning, monitoring and evaluation activities; Work closely with other UN working groups to provide PM&E guidance;
Assist the UNCT to monitor, evaluate and report against the Delivering as One reform plans.
QUALIFICATIONS, EXPERIENCE AND SKILLS
Master's Degree or equivalent in Economics, Social Sciences, or related field; coupled with at least 7 years of professional development related work experience at the national or international level. Experience must primarily relate to senior levels of programme management, change management and the monitoring and evaluation of programmes and reform interventions.
Strong understanding of organizational development and change management processes and techniques; Results Based Management (RBM) principles and Human Rights-based Approach to Programming; programme logic; understanding of participatory approaches, design and management of evaluation processes with multiple stakeholders, programme management, planning, monitoring and management. Understanding of Gender consideration; Role of Civil SocietyfNGOs in the development process and Quantitative and qualitative data collection and analysis.
