Kenya Electricity Generating Company Limited (KenGen) Review of Supply Chain Business Process Management

The Kenya Electricity Generating Company Limited (KenGen) invites Expression of Interest (EOI) from eligible consultancy firms to carry a review of its Supply Chain Business Process Management.

1.0 General Information

Kenya Electricity Generating Company (KenGen) is a limited liability company, registered under the Companies Act of the Laws of Kenya.
KenGen was incorporated in 1954 with its core business being development, management and operation of Power Generation Plants.
KenGen is the leading electric power producer in Kenya accounting for over 70% of the total electric power supplied to the National Grid and is listed on the Nairobi Stock Exchange. It is owned 70% by the Government of Kenya and 30 % by the public. Currently, the Company has a total installed capacity of 1,021mw comprising of Hydropower-761mw, Geothermal-115mw, Thermal 139.8 mw and Wind 5.5 mw.
KenGen’s Supply Chain Covers a wide network of both local and international Suppliers. KenGen, as a public entity subscribes to the Public procurement and Disposal Act 2005 and other relevant legislative laws.

2.0 Terms of reference

The terms of reference (TORs) for Consultant are expected to cover and review the following areas by identifying and, giving recommendations based on world class best practice as follows;
  • Advice on how to reduce Supply Chain costs
  • Advice on how to enhance efficiency/on time delivery within Supply Chain
  • Review the entire tendering process, including the standard tender document used in the tendering process in all categories, works, services and goods.
  • Review the current warehousing/stores management procedures and advise on areas of improvement.
  • Identify procurement risks and recommend mitigating measures.
  • Advise potential areas for Supply Chain Process automation.
  • Advise how best the current Public Procurement Law and Regulations can be applied to ensure compliance while maintaining efficiency.
  • Recommend suitable Training for the staff on the best practices identified.
3.0 Scope of work

The scope of work is to cover KenGen’s entire Supply Chain business management process from the originator of the requirement to the (source) supplier/Consultant/Contractor through the procurement process.

4.0 Expected output

The Consultant is expected to give a comprehensive report on findings and recommendations on each of the above areas.

5.0 Requirements of the consultant
  • Certified copy of the Company’s Certificate of registration/incorporation
  • CVS of the key consulting resources persons to be assigned, indicating academic and professional qualifications and attaching evidence of the assignments undertaken in the past. The minimum academic qualification requirement is a degree.
  • Lead Consultant must demonstrate at least (10) years of wide experience in consulting services of similar nature.
  • List at list (3) three similar assignments carried in the last five (5) years.
  • Lead Consultant must have a degree or a masters degree backed with professional qualifications in supply chain management (attach certified certificate copies).

7.0 EoI submission
Expressions of Interest shall be submitted in one original and three copies to the address below, not later than 1500 Hrs on 17th May 2010.
