Organizational background
The World Food Programme Somalia Programme activities include emergency school feeding and general provision of food to the less fortunate members of the society in Somalia.  The WFP Somalia Country Office is based in Nairobi, Kenya.  The United Nations Humanitarian Air Services (UNHAS) operates several aircraft based both in Kenya and in Somalia and is responsible for the movement of United Nations personnel and cargo in and out of Somalia from Kenya and within Somalia.

Duties and Responsibilities:
Under the direct supervision of the Head of UNHAS, the incumbent will perform the following duties:
  • Develop and maintain accounting systems, procedures and activities ensuring the application of proper accounting controls and conformity with financial regulations, rules, policies and procedures;
  • Ensure adequacy of internal control systems at all times; draft/review Standard Office Procedures (SOPs) on financial operations, provide guidance to other units on financial related areas and bbrief newly appointed staff members on financial transactions and WFP financial systems;
  • Attend Inter-Agency finance related meetings, Unit meetings and respond to official inquiries. Participate in various committees as a member or as an alternate to Head of Finance Unit;
  • Coordinate preparation of project budgets, budget revisions and the Country Office management plan including monitoring expenditure against budget and creating fund reservations;
  • Coordinate project closure to ensure all expenditures related to the project are correctly charged and ensure closure is in line with WFP guidelines;
  • Review and certify payment requests in WFP financial management system (WINGS) ensuring that proper financial procedures are followed and the organization pays for only bona-fide commitments;
  • Investigate and review all customer open items along side the vendor items for both staff receivables and also for suppliers to ensure that all accounts with open balances can be explained and inform supervisor in cases where such open accounts remain unresolved for long;
  • Review bank balances on a continuous basis to ensure accounts are adequately funded. Review the bank reconciliations on a monthly;
  • Follow up on audit recommendations and ensure compliance by Finance Unit ;
  • Verify Fixed Assets on the Assets Management Database (AMD) and confirm all asset purchases processed in WINGS are also recorded on the AMD on a monthly basis;
  • Review the payroll for accuracy and authenticity;
  • Provide guidance and support to staff under supervision;
  • Perform any other tasks as assigned from time to time
Qualifications:
Education: Advanced university degree (masters or equivalent in finance, business administration, accounting, or related field) or university degree with experience and advanced training/courses in one or more of the following disciplines: accounting, public administration, business administration or other related areas; or membership in a recognised professional accountancy body.
Experience: At least three years of postgraduate professional experience in finance.
Knowledge: Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration
Language: Fluency in English writing and speaking skills. Knowledge of Somali language is an added advantage.
Desirable skills: Good negotiation skills and ability to communicate effectively. Additional training and professional experience in the field of work would be an advantage.
