VACANCY ANNOUNCEMENT - Oxfam GB, Southern Sudan


Oxfam GB Southern Sudan programme has been operating in Southern Sudan for the last 25 years. The signing of the comprehensive peace agreement in Southern Sudan presents new opportunities and challenges for programming in Southern Sudan. At Oxfam Public Health, Hygiene, Water and Sanitation forms a big part of our work in Southern Sudan and is geared towards realizing our mission to make a difference in the lives of the communities where we work. Our programme in Upper Nile is current looking to fill the posts below, to this end we are looking for committed professionals with experience of working in insecure contexts, to work in the Upper Nile Programme.

All the three posts are offered on a one-year contract, based in Upper Nile State (Location: Maban /Malakal/ Longechuk Counties), Southern Sudan.

1) FINANCE OFFICER (1 Post)
SALARY - SDG 4,390 gross per month


As the Finance Officer you will monitor budget allocation and expenditure for each partner grant as well as support partners in developing and maintaining proper finance management systems. You will prepare monthly financial reports, cash flow, bank statements and financial management information for the programme. You will carry out audit checks on accounting returns submitted by partners and resolve related queries. You will make payments to suppliers, staff and other parties on behalf of the programme as well as advise the programme team on finance and accounting related issues.

To be successful in this role you will have Degree in Accounting, Finance or Business Administration with emphasis on accounting and or a professional qualification in Accounting or Finance (CPA, ACCA etc). You will posses substantial experience in a similar role with an international NGO as well as experience of programme budget monitoring, financial reporting and analysis. Knowledge of accounting packages will be an added advantage. You will have excellent communication skills in spoken and written English. Strong organizational, planning and computer skills will also be necessary for this role.

2) WATER TECHNICIAN (1 Post)
SALARY- SDG 3,169 gross per month

As the Water Technician, you will be expected to participate in public health assessments, react and assist populations affected by emergences like flooding, disease outbreaks and internal conflicts. You will take lead of community pump mechanics in the planning and implementation of hand pump installation, operation and maintenance. You will lead in the rehabilitation of existing pumps and their protection from pollution and carry out in-depth training for community village pump mechanics and counterparts on hand pump handling, installation, operation and maintenance, platform and drainage construction. You will facilitate community training in water management, hand-pump handling, installation, O+M, platform and drainage construction and be responsible for the proper utilization and care for all Oxfam equipment, tools, materials and other assets issued to you in your capacity as a Water Technician. You will also supervise and assist in the construction of household and institutional pit latrines ensuring that the correct technical standards and specifications are adhered to. You will also prepare bill of quantities for construction materials.

To be successful in this role the ideal candidate should show initiative and creativity in approaches to public health promotion and problem solving and be able to work systematically and with limited supervision. Alongside this the candidate should have practical experience as water technician and be able to coach/model junior staff. Construction skills as well as technical qualification in water, civil, environmental engineering or hydrogeology to at least diploma level will be a requirement for this role. You will have experience and knowledge of drilling wells, hand dug wells and pump installation including rehabilitation and maintenance. Good understanding of Sphere standards, WHO Guidelines and MDGs would be an advantage. You will have the ability to analyse and compile data as well as present clear reports. Excellent written and verbal communication is essential for you in this role.

3) Public Health Promoter (1 Post)
Salary - SDG 4,390 gross per month
As part of the health and hygiene promotion team, you will carry out emergency assessments, design and implement participatory community hygiene campaigns, collect and analyze baseline health data, participate in the development of community based monitoring and evaluation, carry out capacity building for public health promotion team as well as organising capacity building for partners, water technicians and driller. You will compile time and quality project reports. You will ensure that public health is carried out in ways that is sensitive to community needs and gender issues. You will also be expected to effectively represent Oxfam in coordination forums within your area of operation as well coordinate the project activities with other organisations and government departments.

As the successful candidate you will have a suitable qualification in any discipline relating to Public Health. You will have at least two years practical experience in public health promotion. You will possess demonstrable understanding and substantial experience in emergency work, especially in the public health field. You will have the ability to design, plan and conduct training. Good monitoring and impact evaluation skills will be essential for this role, in addition to good written and spoken English is essential. Good understanding of public health needs of the disadvantaged populations and of appropriate ways of tackling them. You will also have ability to manage public health teams. You will have experience in log frames and proposal writing alongside good computer skills. Additionally you will have experience in facilitating community participation in water and sanitation programmes including preventive public health especially in the emergency response context. Having the ability to develop and use conceptualised information, education and communication materials will highly be desirable.
