Health Program Development Advisor

Malteser International is the worldwide humanitarian relief service of the Order of Malta that plans and realises programmes in more than 30 countries in the world. One of the main tasks is to carry out emergency relief worldwide as well as to link relief, rehabilitation and development measures. Malteser International has been operational in South Sudan within the health sector since 1998.

In South Sudan, Malteser International is running comprehensive TB/HIV, Leprosy and Sleeping Sickness Control Programs in close cooperation with local partners (Dioceses, Ministry of Health). Patients are diagnosed and treated at Hospital level run by Malteser as well as in the Primary Health Care Centres at the community level. A strong focus is laid on building the capacity of local health staff as well as in improving the knowledge of the people living in the communities, with the aim of handing over the health programme to the Ministry of Health in future. Malteser International is implementing its health programs in Yei, Rumbek and Maridi and has a coordination office in Juba.

In support of our work in SOUTH SUDAN Malteser International is looking for a:

Health Program Development Advisor

The Health Program Development Advisor is holding a key position in liaison with the Ministry of Health South Sudan and donors, and representing Malteser International in forums and technical meetings in Juba and linking this with the Medical Coordinator and the locations. A major task will be the supporting the Program Coordinators in the handover process of the current health programmes and coordinating this with the Ministry of Health.

Key Responsibilities:

· Actively participates in preparation of projects proposals and reports to donors (Global Fund, GLRA, ECHO, WHO and others) as required, and responsible for the medical technical input to the donor reports and Malteser internal reports

· Represents Malteser in regular meetings on regional and national level for health interagency coordination (Global Fund, health NGO forum, Stop TB Forum, CCM and others)

· Continuously liaising with all partners of Malteser incl. Ministry of health, county health departments, UN organizations, WHO and other NGOs as well as donor technical consultants

· Travels regular to the locations to keep updated on the handover process and assist the Program Coordinators with writing of necessary documentations and Memorandum of Understanding.

· Responsible for the communication and coordination of the handover process in the different locations with the Ministry of Health GOSS and State levels, and keeps them informed on the process through regular formal and informal meetings

· Responsible for capacity building of medical staff of Malteser, County Health Departments and partners through idendification of training needs, conducting trainings and involving of external facilitators

Qualifications:

· Health Professional with MPH or Master in Health System Management or equivalent degree

· Experience and ability in planning, implementing, managing and strengthening comprehensive health programmes

· Working experience in the field of “Communicable Diseases” (e.g. TB, HIV/AIDS)

· Excellent communication skills including the ability to effectively motivate people and to diplomatically manage the relationship with local partners, different authorities and donors

· Physical and mental strength, team working and calm under pressure

· Fluency in English (written and spoken); Proficiency in using standard software packages


Conditions:

· Start Date: 1st January 2009

· Duty Station: Juba, South Sudan, with frequent travels to the program locations (Yei, Rumbek, Maridi)

  • Duration of contract: minimum 12 months (with possibility to extension)
  • Reporting to: South Sudan Coordinator

· Salary according to qualification and experience, insurance package, accommodation in team house
