Our client is the Secretariat coordinating the implementation of a Civil Society Urban Development Programme (CSUDP) funded by the Swedish International Development Cooperation Agency (Sida) for an initial three year period. This Urban Development Programme will be implemented through selected Civil Society Organisation (CSO) partners with the Secretariat hosted at Maji no Ufanisi.
CSUDP will seek to: identify, strengthen and coordinate Urban CSOs, networks, coalitions and selected local authorities for effective delivery of the urban development programme; facilitate and promote pro-poor basic service delivery; and influence policies to improve governance, and promote integrated urban planning and slum upgrading options.
The CSUDP Secretariat now wishes to engage four individual experts in the fields of Urban Development, Slum Upgrading, Financial Management and Social Development who will form the Technical Advisory Group (TAG). Reporting to the Secretariat’s Coordinator, the TAG will operate individually and jointly as a self-organised professionally independent entity.
It will perform technical analysis of best practice in the urban sector, providing technical advisory support to the Secretariat, a multi-stakeholder consultative Civil Society Urban Sector
Working Group and the Implementing Partners.
The TAG will be expected to take port in and engage with technical input/advice in the Civil Society Urban Sector forums, meetings and workshops on the following areas.

- Overall process of and various criteria for ensuring technically sound, transparent and accountable assessment of project proposals from prospective CSO Implementing Partners
- Detailed project proposals review, support assessment and implementation recommendations
- Appraisal of M&E reports from the Implementing Partners on work done and the results achieved
- Intervention needs and other issues towards the continuing improvement of the CSUDP’s impact effectiveness and Kenya’s general urban development as relevant to CSUDP goals.
Minimum General Qualifications
- Sound knowledge of urban development policy, regulation and practice issues
- 10 year’s experience in the provision of development consulting or advisory services related to the expertise area in a variety of urban settings
- Excellent ability to work in a team while delivering on own contribution
- Proven skills in contextual diagnosis, monitoring and evaluation of CSO capacity building interventions
- Proven analytical, writing and verbal communication skills targeting a large variety of development sector audiences.
