Project/Proposal Summary: 
MSI was awarded a three-year contract with USAID/Sudan on a project named SUPPORT (Services Under Program and Project Offices for Results Tracking), and tasked with the responsibility of executing functions normally associated with USAID’s Program and Communications offices. As a part of the SUPPORT project, MSI is currently establishing an office compound suitable for USAID and partner meetings in Southern Sudan, hiring technical and support staff and facilitating VIP visits. Position Summary: One or more consultants will be hired who will assist USAID in designing a new activity that will continue USAID’s current support to the Ministry of Finance and Economic Planning (MOFEP), the Bank of Southern Sudan (BOSS), the Ministry of Legal Affairs and Constitutional Development (MOLACD), possibly the Ministry of Energy and Mining (MEM), and other key government institutions. Capacity-building will be an integral part of this new activity. This is a short-term position slated to begin in mid-August to early September 2010 with expected LOE of up to 25 days with a 6-day work week while in Sudan. 

Responsibilities: 
• Assess needs in MOFEP, BOSS, MOLACD, and possibly MEM.
• Together with USAID, identify and assess additional institutions for potential assistance
• Meet with relevant donors working in the above-described institutions and sectors to ascertain planned future assistance, and to obtain advice and insights from them.
• Make recommendations for specific USAID assistance through the new activity. 
• Recommendations for areas of assistance for new activity
• Proposed scope of work for new activity which will include the following: 
o Background section containing relevant background of Southern Sudan and relevant previous and current donor assistance
o Recommended specific tasks of new activity (for each of 5 years)
o Recommended specific results of new activity (for each of 5 years)
Qualifications: 
• Graduate degree in Public Finance, Public Administration, Economics, Law, or other relevant area is preferred
• Ten or more years of experience in economic growth development work in areas such as public financial management and/or business environment
• Knowledge of Africa is preferable
• Experience working with USAID is preferable
