After having focalized for more than a decade on fighting HIV-transmission among the general population in Sub-Saharan Africa and advocating for access to ART in this context, MdM (Médecins du Monde) considers that encouraging prevention among vulnerable groups like MSM (men who have sex with men), IDU (intragroup drug users) and SW (sexual workers) is becoming more and more a priority both from an epidemiological and a political point of view.
In Tanzania, sexual minorities and drug users are criminalized and the most vulnerable and stigmatized populations exposed to HIV/AIDS and viral hepatitis. Before closing its present HIV-programme in the Kagera region, MdM-F has made an exploratory mission in order to analyze the reality and the extent of the socio-sanitary problems affecting these vulnerable populations (IDU, MSM, SW) in Dar es Salam and Zanzibar.
Following the exploratory mission and its findings, MdM is intending to start a Harm Reduction Project for IDU in Dar Es Salam in September 2010.
Tasks and responsibilities :
Working directly with the desk officer:
- She/He is in charge of planning the entire mission and assessing programs; she/he supervises and organises their implementation together with the Programme Coordinator and the Project Manager.
- She/He is in charge of the safety of people and property for the entire mission;
- She/He defines the general organisation of the mission and the staff; she/he manages and supervises the co-ordination team;
- She/He supervises the elaboration of the agreement with local partners; ensure the good relations with them and the respect of the commitments.
- She/He is in charge together with the Programme Coordinator and the Project Manager of the monitoring and evaluation of the program and the possible publications.
- She/He ensures compliance with the administrative and legal framework of the country and the rules and regulations of the mission.
- She/He supervises and he is in charge of drawing up the budget; she/he approves any eventual adjustments; ensures the quality of the budgetary follow-up, as well as the safety and transparency of funds’ use.
- She/He is in charge of raising funds in the field; guarantees that the contract of objectives defined by the donors is fulfilled and that contractual obligations are respected.
- She/He carries out negotiations and maintains regular relations with the local authorities and partners of the mission, with the support of the sectoral co-ordinators if necessary; she/he ensures the respect of agreements and contracts.
- She/He organises relations and communication with the head office of MDM; she/he is in charge of the quality of the submitted reports on activities and ensures compliance with procedures for the exchange of information and reporting.
- She/He encourages contacts with the media, transmits and spreads the Association’s official positioning to the staff and to the media;
- In terms of international human rights law / international humanitarian law, she/he is in charge of heightening the staff’s awareness, of collecting and spreading data collections according to the directives of the DH unit;
- She/he ensures together with the Programme Coordinator and the Project Manager the mobilisation and strategic involvement of key partners in programme design and implementation - local government, civil society, communities and IDUs
- She/he leads MdM’s representation with national level decision makers in Tanzania
Conditions of employment:
Status: VOLUNTEER (French law) , Monthly allowance (915 euros) + perdiem
