Under the general supervision of the Director of Operations Evaluation Department (OPEV) the Division Manager will be responsible for planning, organizing, directing and supervising the activities of the Division.

Duties and responsibilities
- Plan, organize and supervise management of a major programme of evaluation activities and ensure compliance with the relevant evaluation standards and procedures. This includes preparing the Division work programme, managing programme and budget resources, and executing administrative supervisory tasks, including staff annual performance evaluations;
- Implement the Division’s annual plan, as approved, including, and as appropriate, any special tasks or projects requested by CODE and, report periodically on the status and results of the annual plan as well as the adequacy of the division’s resources.
- Allocate resources to the evaluation teams, and arrange any relevant training and support required, and manage, monitor and report on resource utilization.
- Arrange the dissemination of lessons learned from evaluation results to the Board members, the Bank staff and relevant outside parties, as appropriate;
- Ensure that all evaluations are conducted with full regard to due process rules including principles of independence, fairness and efficiency, taking particular care to avoid any conflicts of interest involving staff undertaking evaluation activities.
- Undertake quality control of evaluation reports prepared by staff and consultants, ensuring revision of drafts where necessary, and ensure evaluation reports meet the relevant quality standards;
- Keep up to date with changes in policies and procedures in the Bank, and evaluate and assess significant new or changing services, processes, operations, and controls relating to the development and implementation of evaluation activities.
- Develop and maintain contact with other international institutions and with relevant national organizations to ensure coordination of evaluation activities and represent OPEV in related meetings.
- Ensure effective staff management, including attention to performance management requirements throughout the year, and ensuring appropriate attention to the personal and professional development of staff, giving due attention to appropriate management of gender and diversity issues.
- Report to OPEV Director on significant issues related to the independent evaluation processes, including potential improvements to those processes, and participate fully in OPEV’s senior management team.
- Provide advice and recommendations to OPEV Director on the appropriate actions to be taken to improve the quality of OPEV work and develop concepts or new approaches to improve and ensure the overall relevance, timeliness and utility of output.
- Keep abreast of trends and issues in development policies and programming in the region, especially as these are relevant to development effectiveness and evaluation.
- Ensure that evaluations take into account cross cutting issues including gender equality, environmental protection and poverty reduction, and give attention to gender equality and diversity issues in the composition of evaluation teams and the conduct of evaluations.

- A minimum of a Master’s degree or its equivalent in Economics, Business Administration, Social Sciences or any other relevant discipline;
- Preferably a minimum of 8 years of extensive and progressive experience including in a multi-lateral development financial institution or relevant development organization, and demonstrated leadership, management and supervisory skills.
- A solid knowledge and good grasp of socio-economic and development issues in Africa.
