RTI International is currently seeking qualified applicants to fill the positions of Training & Capacity Building Specialist and Monitoring and Evaluation Officer, for the Kenya Indoor Residual Spraying (IRS) Project, part of a large regional support program funded by the US Presidents Malaria Initiative (PMI) through USAID. The positions will be based in Nairobi, Kenya.

Training & Capacity Building Officer

Responsibilities:
  • Provide technical leadership and strategic direction of the IRS project in aspects related to institutional strengthening and technical capacity building of the DOMC/MOPHS (national, provincial, district level);
  • Develop capacity building plans at sub-national level for the project;
  • Oversee development and/or revision of IRS national curriculum and other related training materials, guidelines and other relevant capacity building protocols;
  • Coordinate training and capacity building efforts with the government agencies, local NGOs and other implementing partners;
  • Represent project team on working groups and stakeholders’ forums that work on institutional and capacity building around malaria control;
  • Identify DOMC capacity needs at national and sub-national level;
  • Consolidate, document and disseminate training and capacity building best practices;
  • Provide mentorship and supervision to staff and consultants working on the capacity building component of the program.
Minimum qualifications:
  • A bachelor’s degree in a relevant field with at least twelve (12) years experience of progressive experience implementing capacity building and training for public health programs. Master’s degree preferred.
  • Experience in public health-related curriculum development, training and social mobilization.
  • Prior experience conducting training and capacity building for malaria control programs strongly desired.
  • Prior experience working on USAID-funded public health projects.
  • Skills in planning, budgeting, supervising and training of health workers
  • Willingness and ability to work travel up-country for 25-30% of the time
  • Excellent computer skills: Word processing, spreadsheets. Report writing skills
  • Good interpersonal and communication skills
Monitoring & Evaluation Officer

Responsibilities:
  • Oversee the Monitoring and Evaluation component of IRS Kenya through supervision and training of national authorities to undertake geographical reconnaissance, entomological baselines and post spraying review and reporting.
  • Track the project’s inputs, activities, processes, outcomes and impact measures of the project implementation.
  • Responsible for producing regular project report that requires proficiency in evaluation design and development of indicators
  • Design and implement, in collaboration with PLNP partners, a plan for local M&E activities to support the program activities; track progress on a regular basis toward project results through M&E processes and related tools that support quality assurance for key project result areas.
  • Develop and maintain IRS Kenya project database encompassing all IRS aspects
  • Continually monitor the availability of data, (inputs and data sources), the flow of data, and the uses of that data in the Project’s area of responsibility.
  • Work with the various authorities to implement recommendations to address current gaps in data collection, data inputs, sources, flow, forms, registers and reports; suggest additional strategies for strengthening data collection and interpretation as appropriate.
  • Develop procedures and instruments for planning, monitoring and evaluating Project activities based on the Results Framework and the Activity Timeline.
  • Establish and maintain feedback mechanisms for M&E results with all stakeholders to identify and share lessons learned and to encourage use of data for decision-making at all levels
  • Identification and mapping of existing policies and strategies in M&E, partners, information sources and gaps
  • Setting up and maintenance of national IRS database based on individual sub-national systems
  • Participate in IRS micro-planning and coordinate post-IRS review and dissemination of results to relevant audiences including the USAID Mission and NMCP, following each IRS round
  • Provide technical support training and re-fresher training of spray operators including managing technical sections of training manual
  • Develop and submit weekly and monthly reports to the Chief of Party on Technical Assistance for submission to USAID and RTI/Washington
Required qualifications and Experience:
  • Bachelor’s degree in Public Health, Environmental Science, or statistical field with at least 6 years work experience or Masters degree with at least 3 years work experience in Public health or equivalent at field level or in-country malaria program, IRS environment, in profit or non-profit sector.
  • Additional professional training in monitoring and evaluation preferred
