Merlin Programme Monitoring and Evaluation Officer Job Vacancy

Merlin is the only UK specialist Non Governmental Organisation (NGO) which responds worldwide, with vital healthcare and medical relief for vulnerable people affected by natural disasters, conflict and healthcare collapse.

Merlin Kenya/Somalia programme is currently seeking to recruit highly skilled professionals with significant working experience to fill the above vacant position.
The suitable candidate will be on a National grade F1 and will be paid a gross salary of between Ksh. 93,808 and Ksh.114,024 p.m dependant on relevant experience.

The contract will be for 12 months with possibility of extension based on donor funding.

He/She will have overall responsibility for strengthening, monitoring, evaluating the mechanism of Merlin programmes in Kenya and Somalia.
In particular, the successful applicant will have the following key responsibilities: 
  • Undertake initial assessments of all Merlin Kenya and Somalia programmes against the established goals, targets, and indicators as stated in the project proposals and log-frames.
  • Establish effective lesson learning and accountability mechanisms for all Merlin Kenya and Somalia programmes.
  • Develop M&E framework, systems, tools as well as work plans for all Merlin Kenya and Somalia programmes.
  • Assist the in the designing and preparation of project proposals and log-frames for new projects including facilitating initial assessments, baseline data collection, and establishing targets and indicators.
  • Liaise and network with other stakeholders including partners, MOH, national and international NGOs, UN agencies and donors on M&E matters and represent Merlin at external M&E forums as required.
  • Undertake grants coordination by putting in place and maintaining up-to-date grants information (project log-sheet) for each programme in Kenya and Somalia including reporting plans.
Minimum qualifications and requirements
  • Masters in Public Health, Applied Epidemiology, Health Information Systems (Medical statistic) or equivalent
  • Management capacity: ability to organize, plan, communicate and report writing
  • Knowledge of monitoring,evaluation methodologies and database design
  • Knowledge of MS Excel/ Access, Epi info or similar data analysis programmes
  • Knowledge of anthropometric assessment techniques as well as nutritional survey
  • Experience in INGO or similar emergency and development programming
